The U.S. Department of State’s Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that support internationally recognized worker rights in Turkey.
DRL requests proposals that promote decent work in Turkey’s small and medium-sized manufacturing enterprises and workshops, particularly those producing textiles, clothing, shoes, and/or furniture. Proposed projects should achieve the following results:
- Increased awareness among employers and workers of international labor standards and national labor laws and policies, with a particular focus on those related to child labor and acceptable conditions of work, including occupational safety and health, minimum wages, and hours of work.
- Strengthened knowledge among workers of their legal rights.
- Enhanced capacity of workers and worker organizations to monitor and report on worker-rights violations through grievance mechanisms and represent and advocate for government and employer compliance with Turkey’s laws in these areas.
- Improved body of knowledge about the labor supply, trends, and working conditions in small and medium-sized enterprises in the sectors.
Activities
- Include creative approaches that engage parents and families on issues related to child labor.
- Assess the needs of working children and refer children and families to appropriate service providers.
- Complement and where appropriate engage with the Turkish government’s National Program to Combat Child Labor (2017-2023).
- Partner with employers’ associations, workers’ organizations, established local NGOs and/or local administrations.
- Complement rather than duplicate prior and current initiatives in this area and make use of existing research and assessments.
Funding Information
- Applicants should not request less than $600,000 and no more than $700,000. Applicants should include an anticipated start date between August 2018 – September 2018 and the period of performance should be between 24 months to 36 months.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
