The U.S. Department of State, Bureau of Population Refugees and Migration (PRM) has announced a Notice of Funding Opportunity for South Africa and Zambia. Proposed activities should primarily support refugee populations in South Africa and Zambia.
PRM’s mandate is to provide protection, assistance, and sustainable solutions for refugees, asylum seekers, stateless persons, and victims of conflict. PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees and asylum seekers.
Program Areas
Proposals must align with one or more of the following program areas:
- Humanitarian Protection and Assistance;
- Interim and Durable Solutions.
Program Sectors & Funding
- South Africa Country-Specific Guidelines:
- General Guidance: Proposed activities should demonstrate alignment with existing refugee response plans as well as coordination with UNHCR, the South African government, and other coordinating bodies in planning, implementation, and reporting on the response to the needs of refugees.
- Proposed activities should support refugees and asylum seekers residing in South Africa with priority areas being urban centers in Gauteng, Western Cape, Eastern Cape, KwaZulu-Natal, Mpumalanga, and/or North West provinces.
- Successful proposals will seek to build the capacity of national and community organizations to address refugee and asylum seeker needs and promote self-reliance. They should also:
- include a method and criteria for identifying and assisting both ‘hidden’ and the most vulnerable refugees and asylum seekers, providing information about referrals to existing services;
- adopt a community-based approach that takes into account host community needs and capacities; and
- build upon existing services (including government services) to avoid creating refugee- specific parallel services.
- PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees and asylum seekers. Proposals must focus on one or more of the following sectors:
- Protection
- Livelihoods and Economic Empowerment
Funding limits: Program proposals must be more than the funding floor and less than the funding ceiling per year or they will be disqualified.
- Funding floor per award (lowest $$ value): $250,000;
- Funding ceiling per award (highest $$ value): $550,000.
- Zambia Country-Specific Guideline:
- General Guidance: Should demonstrate alignment with existing refugee response plans and coordination with UNHCR and the Zambian government in planning, implementation, and reporting on the response to the needs of refugees.
- Proposed activities should support refugees and asylum seekers, or former refugees, residing in Mantapala, Maheba, Mayukwayukwa, or urban areas. Programs should seek to promote self-reliance and adopt a community-based approach, including host community needs.
- Programs should seek to increase the capacity of national and local organizations to address refugee, former refugee, and asylum seeker needs while avoiding the creation of refugee-specific parallel service.
- Proposals must focus on the Livelihoods/Economic Empowerment Sector only. Proposals should be based on market analyses and designed to foster self-reliance among refugees, former refugees, and asylum seekers. Livelihoods proposals that do not include a market analysis will be disqualified.
Funding limits: Program proposals must be more than the funding floor and less than the funding ceiling per year or they will be disqualified.

- Funding ceiling per award (highest $$ value): $550,000
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile);
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity.
- Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
