The Climate and Clean Air Coalition (CCAC) is currently accepting applications to support the Gabonese Ministry of Water, Forests, Oceans and Environment responsible for climate and land use plans to assess and prioritize actions to reduce short-lived climate pollutants (SLCP).
The project will work with the ministry to develop an integrated SLCP emission inventory and to elaborate recommendations for key SLCP mitigation measures for integration into Gabon’s revised NDC and its NDC implementation plan. For methane it will also work on developing a MRV framework for the agriculture and waste sectors.
This project will involve collecting data to develop and improve SLCP emission estimates and applying improved emission factors for key sources sectors. Based on these improved emissions estimates a mitigation assessment will be developed and recommendations for inclusion of SLCPs in updated NDC and the NDC implementation plan.

- Estimated project cost: US$ 140,000 – US$ 175,000.
Expected Results
- Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved. Applicants can determine the scope of outputs if not specified. The project is expected to deliver at a minimum:
- The Gabonese government has strengthened its capacity to assess and model its SLCP emissions, prioritize and implement SLCP mitigation measures, and track progress by the end of the project.
- Indicator: Number of government entities with a demonstrated improved capacity for SLCP action.
- Output 1: Output 1. An integrated SLCP emissions inventory and recommendations developed for key SLCP mitigation actions to be incorporated into Gabon’s revised Nationally Determined Contribution (NDC) and NDC implementation plan.
- The Gabonese government includes SLCP mitigation measures in its revised NDC by the end of the project.
- Indicator: Number of NDCs targeting SLCPs.
- Output 2: A mitigation assessment and recommendations for the inclusion of SLCPs in the updated NDCs and NDC Implementation Plan based on these improved emissions estimates.
- The Gabonese government adopts an MRV framework for the agriculture and waste sectors by the end of the project or soon after.
- Indicator: Number of monitoring, reporting, and verification (MRV) systems developed or updated that include SLCPs.
- Output 3: A methane monitoring, reporting and verification (MRV) framework for the agriculture and waste sectors. This project will include the collection of data to develop and improve SLCP emissions estimates and the application of improved emission factors for key source sectors.
- The Gabonese government has strengthened its capacity to assess and model its SLCP emissions, prioritize and implement SLCP mitigation measures, and track progress by the end of the project.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Complete and submitted before the deadline
- Submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity. Governments are not eligible to apply directly for funding in this call.
- Requested funding is within the estimated budget amount, or includes a clear justification for additional expenses
- Project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
- Please note that entities will be required to provide the last three (3) audited financial statements to be considered for CCAC funding. These statements may be provided along with the application for funding or at the request of the CCAC Secretariat during the evaluation process.
- For-profit entities may only participate in the project as stakeholders, co-funders, or end users. Applicants are encouraged to include for-profit entities in the development of the project proposal and/or during project implementation if their ownership of the proposed solution is key to the project’s success.
