The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to Improving Response to Sexual Violence in Moldova through Sexual Assault Response Teams (SARTs).
The purpose of the project is to support the Government of Moldova’s (GoM’s) efforts to establish a multidisciplinary group composed of agencies and organizations that provide services to sexual assault victims that will provide a coordinated response to sexual assault at the community level while effectively responding to victim’s needs. These actions will ensure sexual assault victims’ access to justice through a coordinated, systemic response that applies Sexual Assault Response Team (SART) best practices while building capacity for targeted law enforcement officials and the judiciary.
Project Vision
This project is based on U.S. support to sexual assault victims which is guided by Sexual Assault Response Team (SART) principles. SARTs are comprised of a multidisciplinary group of agencies and organizations that provide services to sexual assault victims and provide a coordinated response to sexual assault in the community. SARTs develop protocols, revise policies, and institute practices that center the victim experience and hold offenders accountable. Measuring the impact of these changes allows SARTs to continually improve how they respond so that all victims/survivors receive consistent, competent, and culturally specific services.
The mission of a SART is to:
- Ensure consistent, sensitive services for adults who have been sexually assaulted.
- Identify and remedy gaps in services.
- Increase engagement in the criminal justice system.
- Improve forensic evidence collection and processing of results; and
- Improve investigations and increase prosecution rate of cases.
Victims face barriers in their access to justice due to deeply rooted stereotypes and victim blaming. Therefore, tackling the barriers that exist within communities is critical to the success of interventions at other levels. Engaging at the community level and engaging community leaders is also essential to improving support to survivors of violence, who tend to turn to others in the community rather than to formal services. Efforts to strengthen community-level support and referral networks are therefore needed alongside interventions to improve response to sexual violence cases. By nature, SARTs are unique to their local circumstances and share three core goals: supporting victims, holding offenders accountable, and increasing community safety.
Project Goal(s) and Objectives
The goal of the project is to increase sexual violence victims’ access to justice, including through provision of effective remedies and specialized services consistent with SART principles. The below objectives should be addressed in applicant proposals, with others as applicants may include:
- With project support, national authorities build a more effective mechanism for responding to sexual assault and protecting sexual assault victim’s rights through a coordinated, multidisciplinary approach.
- With project support, the national legal framework is amended to better ensure rights and protections for victims of sexual assault.
- With project support, public safety is enhanced through increased public awareness.
- With project support, investigations and prosecutions of sexual assault offenses are measurably improved and increased.
Project Expansion
If the project is successful, INL will consider the option of an award modification to expand the project to other areas, and/or to extend the project beyond the initial period of performance, subject to availability of future funding. Applicants may include in their proposal a brief section outlining how additional funds could potentially be used to expand work into additional activities in future years. Applicants are strongly encouraged to demonstrate how their project might leverage funding through other organizations.
Funding Information
- Length of performance period: 24 months.
- Number of awards anticipated: 1 award (dependent on amounts).
- Award amounts: awards may range from a minimum of $250,000 to a maximum of $350,000.
- Total available funding: $350,000.
- Type of Funding: FY 23 Law Enforcement Capacity Development Funds.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Ability to develop and successfully implement a project in Moldova and meet INL’s reporting requirements.
- Organizations must also be able to demonstrate current (or pending) registration in Moldova, if required by the country where the project will be implemented.
- Other Eligibility Requirements
- In order to be eligible to receive an award, all organizations must have a unique entity identifier (also known as UEI), as well as a valid registration. Individuals are not required to have a unique entity identifier or be registered in SAM.gov.
- Applicants are only allowed to submit one proposal per organization. Organizations may form a consortium and submit a combined proposal, however one organization should be designated as the lead applicant and other organization(s) listed as sub-recipient partner(s).
