The Journalism Incentive Fund is seeking applications for the Professionalization of Local Public Broadcasters initiative.
The scheme creates opportunities for local public media institutions to (further) professionalize themselves, both in terms of journalistic content and organizationally. The subsidy helps broadcasting organizations to prepare for the new system that will have to come into effect on January 1, 2028.
Funding Information
- A total of 40,000,000 euros is available for subsidy provision under this scheme.
- The maximum subsidy amount is 500,000 euros per application. This amount applies to both individual applicants and collaborative ventures.
Eligible Activities
- The subsidy aims to stimulate the professionalization of local public media institutions to ensure the quality of journalistic practices.
- The Stimulation Fund can provide subsidies to local public media institutions and partnerships.
- The subsidies cover the costs of professionalization activities.
Eligibility Criteria
- Only individual local public media institutions or a local public media institution acting as lead applicant for a collaborative partnership can apply.
- A local public media institution cannot simultaneously apply individually and be a participant in a collaborative partnership for a subsidy application.
- An institution undergoing a renewal of designation by the Media Commission, and likely to receive renewed designation by January 1, 2026, is also considered a local public media institution for the purpose of this article.
Application Requirements
- A description of proposed activities with a realistic budget and related costs.
- Details on how the local public media institution or collaborators meet/will meet the three organizational goals in 2026-2027.
- Documentation proving recognition as a local public media institution by the Media Commission.
- Information on publication channels served by the applicant, such as television, radio, website, app, and at least one social media channel.
- Activity Description & Budget: A description of planned activities with a realistic budget, conforming to a model budget set by the Stimulation Fund, covering related costs.
- Organizational Goals Fulfillment: An assessment of how the institution or partnership meets the three organizational goals.
- Realization of Goals (2026-2027): A description of how the institution or partnership plans to achieve the three organizational goals in 2026-2027.
- Motivation for Professionalization: A motivation explaining why the institution or partnership seeks professionalization.
- Proof of Re-designation: Documentation demonstrating the likelihood of renewed designation as a local public media institution by January 1, 2026.
- Publication Channels: Documentation detailing the applicant’s publication channels (television, radio, website, app, at least one social media channel) is necessary.
- Journalistic FTE Calculation: If available, a substantiated calculation, following a format established by the Stimulation Fund, showing the number of journalistic full-time equivalents (FTEs) working as employees or freelancers should be included.
