With the support of the European Union (EU), the United Nations Development Programme (UNDP) announces the Second public call for civil society organizations (CSOs), to submit proposals for projects promoting and protecting the rights of victims and survivors from the conflicts in the 1990s.
This public call is intended for CSOs registered in Montenegro, such as associations supporting victims from the conflicts and their families, organizations engaged in promotion or protection of victims and their rights (such as psychosocial support, free legal aid, etc.), transitional justice, and human rights, as well as non-governmental and non-profit academic, research and scientific organizations active in victimology.
The proposed projects should include activities such as support for victims and survivors of the conflicts from the 1990ies and their families to achieve better access to justice and services, support for criminal justice processes by providing access to victims and witnesses, victims’ rights advocacy campaigns and others.
Objectives
- The grant awarding process is being launched simultaneously in Bosnia and Herzegovina, Montenegro, Kosovo and Serbia, through an open call for project proposals. The public call is aimed at civil society organizations, including victims’ associations, that provide support to victims and their families in a gender-responsive manner.
Funding Information
- The total budget per call that can be allocated to selected project proposals is EUR 87,500.
- The minimum amount per grant is EUR 5,000
- The maximum amount per grant is EUR 60,000
Duration
- Duration of the proposed project: minimum 4 months. Project activities should be completed no later than 31 October 2026.
Eligible Activities
- The activities supported by the public call are:
- supporting victims and survivors to achieve better access to justice and institutional services, including, for example, exercising the right to compensation and reparations, informing victims and survivors about their rights;
- support for criminal justice, including by ensuring access for witnesses to courts and prosecutors’ offices, supporting the participation of survivors (witnesses, victims, injured parties) and trial observers in trial processes;
- psycho-social support for victims, survivors and their families – external or peer (including addressing the effects of transgenerational transmission of trauma);
- advocacy campaign to improve the rights and status of victims and survivors;
- support for victims and survivors of conflict-related sexual violence (including their families, especially children born after war rape, to address the effects of transgenerational transmission of trauma);
- capacity building and mentoring of small civil society organizations by more experienced organizations (to increase their sustainability in terms of project planning and implementation, fundraising, campaigns, advocacy and communication, etc.) improving their operational infrastructure;
- enable and promote better and direct communication between victims and relevant local authorities.
Requirements
- Applicants who meet the requirements for receiving grants are the following organizations registered in Montenegro:
- Non-governmental organizations and associations that bring together victims of war crimes as well as survivors and their families, and are engaged in the protection and promotion of the rights and interests of these groups
- Non-governmental organizations and associations that deal with the promotion and protection of victims and their rights, transitional justice, human rights, providing psychosocial support, and free legal aid;
- Non-governmental academic, research and scientific organizations active in the field of victimology.
