The United Nations International Children’s Emergency Fund is seeking expression of interests to draw on best practices and existing programmes to support teachers and students with MHPSS in schools, including through working with school psychologists.
The programme needs to be aligned with the Better Care Initiative, which focuses on Early Intervention and complex (social) support for children between 0 and 4 years old in selected communities in Dnipropetrovsk and Zaporizhzhia regions. The proposed programme will target beneficiaries under the Better Care initiative and align support to ensure a smooth transition to inclusive pre-schools and Kindergartens.

Expected Outcomes
- Build the capacity of local Education Department staff to effectively use government resources to support inclusive education, and align the UNICEF-funded programme to bridge the most urgent gaps
- Establish a system for data collection, analysis and reporting with selected Hromadas (owned by Hromada Educ Dept)
- Provide support to educators and school staff to improve the quality of inclusion in kindergartens and general secondary schools, including trainings, provision of technical and methodological materials, specialized equipment
- Create 10 Centers of Excellence which are exemplary, inclusive (pre) schools across Zaporizhzhia and Dnipropetrovsk region – and collaborate with teacher training institutes and other schools to ensure cross-pollination, peer to peer learning, learning from each other
- Strengthen coordination between Education authorities, school principals, educators and teacher-assistants to improve the support for children with disabilities and SEN – including the development of individualized learning plans (ILPs)
- Provide equipment, methodological support and training for Inclusive Resource Cente rs (IRCs), including the organization of mobile teams to reach the most vulnerable children with educational support
- Provide mental health and psycho-social support (MHPSS) to children (and teachers) who are the most affected by war. The goal is to equip educators with skills to address trauma and provide emotional support in the classroom
- Ensure alignment of pre-school education system with social and child protection services in Better Care hromadas, including capacity building for education department staff on vulnerability identification and strong referral mechanism to the social protection for further case management and specialized services
- Increase the awareness and build the capacity of parents to support learning and development of their CwD/CSEN at home through trainings and workshops.
