The Global Community Engagement and Resilience Fund (GCERF) invites civil society organizations (CSOs) to apply for funding to support the work of the Probation Department of Kyrgyzstan, which plays a crucial role in the criminal justice system, focusing on the rehabilitation and reintegration of offenders into society.
In the light of ongoing efforts to enhance the effectiveness and efficiency of probation services, they invite interested organisations to submit their Expressions of Interest (EOI) for collaboration in various capacity building trainings aimed at enhancing the systematic and institutional approaches of the work of the Probation Department. The Probation Department is an authorised state body responsible for the enforcement of criminal penalties not related to isolation from society and compulsory measures of criminal law influence, supervision of persons to whom a suspended sentence has been applied, persons released on parole from correctional institutions, with the performance of social and legal functions, as well as types of penalties for offences.
Objectives
- In line with the GCERF Investment Strategy in Kyrgyzstan, the funding of a consortium will be directed towards strengthening the following objectives:
- Resocialisation and reintegration of people formally charged with extremism and exiting prison facilities.
- Creating an enabling environment for return, rehabilitation, resocialisation, and reintegration in target communities.
- Strengthening the operational capacity of the Probation Department.
- Development and implementation of training programmes for the probation and other departments of the Ministry of Justice.
- Interaction with the Penal Execution Service.
- Improve data management and reporting systems.
- Enhance community engagement and support for rehabilitation efforts.
- Fostering partnerships with civil society organisations to promote best practice in probation services.
- Develop standardised protocols and guidelines.
Focus Areas
- GCERF’s planned activities in collaboration with grantees in Kyrgyzstan following key areas:
- Strengthening Capacity of Probation department and other departments under the Ministry of Justice, Government Authorities, and Media.
- Improving the Enabling Environment for the clients of the Probation.
- Supporting Resocialisation, Social Rehabilitation and Integration of Individuals Charged with Terrorism or Violent Extremism (VE) and Released from Prisons.
Funding Information
- GCERF plans to sign grant agreements with CSOs by the second quarter of 2025. GCERF will only fund consortia grants in Kyrgyzstan. The grant sizes for organisations will be maximum up to 1 million USD according to fund availability.
- Grant duration: The grants will be for at least 30 months and no more than 40 months.
Eligibility Criteria
- Through grants to Kyrgyz civil society organisations (CSOs), GCERF will support:
- Clients of the Probation department
- Young people (up to the age of 18) returned from Iraq and northeast Syria
- Women returned from northeast Syria
- Vulnerable members of the communities into which these children, young people, and women will be returning, including their family members
- Staff of the Ministry of Justice at the central and district levels
- Frontline workers (social workers, psychologists, theologians)
- Employment services, social services, educational institutions, medical institutions) Local and national authorities
