The United Nations Development Program (UNDP) Office, within the framework of the project “Strengthening Municipal Councils – Phase 2”, and supported by the Ministry of Local Self-Government, the Ministry of Digital Transformation and the Embassy of Switzerland, is opening a call for applications from interested municipalities for the digitization of e-services at the municipal level.
The aim of this activity is to identify and assess the existing IT and human resources in the field of digitalization of all municipalities in the country. The insights gained will enable the competent ministries to design informed policies and provide direct support to municipalities in their efforts to digitize municipal processes and services to ensure a successful and inclusive digital transition. In addition, by the end of 2026, through a phased approach, the Government intends to support all municipalities in the country in their digital transformation efforts, based on the available financial resources for this strategic commitment.
Criteria
- Prioritization of municipalities that will be supported in the process of digitizing municipal processes and services during 2025 will be carried out based on the following criteria:
- Assessment of existing IT infrastructure and human resources and capacities as well as readiness to adopt new technologies;
- Number of users of the most frequently requested services delivered by municipalities;
- Specific needs of municipalities for digitalization of certain processes/services/challenges;
- The readiness of municipalities to establish inter-municipal cooperation in the field of digitalization with one or more municipalities;
- The potential of the proposed intervention to contribute to systemic change,
- Sustainability of the intervention,
- Adequate coverage of urban and rural municipalities;
- Readiness of the municipality for cooperation with other institutions to ensure interoperability;
- Readiness of the municipality to conduct a consultative process with stakeholders to identify priority services for digitalization.
