The United Nations Development Programme office in Albania publishes the call for partnership with interested municipalities in Albania, in the context of the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3) funded by the European Union.
This call aims to establish partnerships with 4 municipalities in Albania, which will b
e part of a grant scheme for each of the municipalities for around 40 months. This grant scheme will be directly used to support the civil society organizations that will offer public services in line with the priorities set by the given municipalities. The grant will be managed in collaboration between the selected municipalities and the ReLOaD3 project.
Purpose
- The aim of the call is to select 4 municipalities in Albania, which have not been part of the previous phases of ReLOaD, to which technical support will be provided to adopt a transparent, development-oriented and project-based approach to financing CSOs.
- This process will contribute to strengthening participatory democracy and the integration of the Western Balkans into the EU, as well as to empowering CSOs and citizens to actively participate in decision-making processes at the local level.

Advantages of participating in the ReLOaD 3 Program
- Through this partnership with ReLOaD3, municipalities will improve their work, staff capacities, cooperation with CSOs and will become more transparent and effective in providing services to citizens, as well as further contributing to improving development outcomes. Participation in the ReLOaD3 project will offer municipalities:
- Financial support for CSO projects that address the needs of the municipality’s community.
- Technical support for the application of the LOD methodology for allocating funds to CSOs.
- Building the capacities of municipal representatives in project cycle management.
- Exchange of experience and promotion of good practices with other municipalities in Albania and the Western Balkans region.
- Capacity building for CSOs in partner municipalities through training and mentoring;
- Support for CSO projects that provide quality and diverse services in line with local strategic development plans and community needs.
- Encouragement and support for initiatives that increase citizen participation in decision-making;
- Support to strengthen and promote civic participation in local communities;
- Support to organize dialogue between municipalities, CSOs and citizens.
Eligibility Criteria
- In this public call, all municipalities in Albania that meet the criteria of this call and that have not participated in the previous phases of the program can apply
- The selected municipalities must take responsibility for transparently allocating funds for OS HC projects (based on the LOD Methodology).
- They must also commit to implementing transparent criteria and methods in the use of public resources and to promoting a participatory approach to determining local priorities.
