The Department of Social Development invites NPOs and qualifying organisations to submit funding applications for residential, independent and assisted living facilities for Older Persons, and residential facilities and protective workshops for Persons with Disabilities.
Sub-Programme: Services to Persons with Disabilities
- Statutory/residential care
- Output
- Residential/Alternative Care Services that comply with provisions, protocols, minimum standards are provided for children and adults with disabilities
- 24-hour residential care and support services: Services and programmes to be implemented include:
- Programmes to protect, promote the rights and dignity of the residents
- Psycho-social programmes and services such as rehabilitation, Activities of Daily Living (ADL), stimulation, life and social skills, capacity building and empowerment, and vocational programmes
- Respite care services, where feasible.
- Reunification and reintegration programmes as required.
- (Services in the entire Western Cape Province particularly in the rural areas)

- Services aimed at reintegration and support services to facilitate self – reliance, optimal and independent social functioning
- Protective Workshop services which include the following:
- Provision of work- related skills development programme for medium to high functioning people with disabilities
- Supported employment programme for persons with disabilities

Sub-Programme: Services to Older Persons
- Statutory – Residential care
- Output
- Statutory and residential care services that comply with provisions, protocols, minimum standards and government agenda are provided for older persons
- Rendering of service to active older persons at Independent Living Facilities
- Rendering of care and support services to older persons at Assisted Living Facilities
- Rendering of 24-hour care and support services to frail older persons at Residential Facilities as described in the Minimum Norms and Standards of the Older Persons Act (No. 13 of 2006);

Criteria
- Be registered in terms of the NPO Act 71 of 1997 or Item 1 of Schedule 1 of the Companies Act 71 of 2008;
- The above-mentioned registrations must be current and proof of validity must be included in the funding application (i.e. deregistered organisations will automatically be disqualified);
- If the proposal relates to a specialised service requiring statutory registration, the organisation must supply evidence of registration in terms of the applicable legislative requirements;
- Proven track record of rendering of social welfare/community development services within the RSA;
- Clear targets, outputs and outcomes must be reflected in funding applications;
- Funding applications must further include audited or certified financial statements of the applicant organisation in respect of the previous financial year;
- Funding applications must include indication by the applicant organisation of its internal monitoring and evaluation mechanisms and specifically declare its willingness to adhere to the Department’s timelines for reporting on results;
