The Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3) announces a public call for participation in the ReLOaD3 Programme for municipalities that have not previously been part of the ReLOaD Programme.
The Regional Programme for Local Democracy in the Western Balkans 3 (ReLOaD3) is a continuation of the EU-UNDP partnership and the previously supported initiatives ReLOaD1 and ReLOaD2 that were implemented in the period 2017-2024.
ReLOaD3 continues to strengthen participatory democracy and the European Union integration process in the Western Balkan countries, by enabling civil society to actively participate in decision-making processes, as well as by fostering a favorable legal and financial environment for the civil society sector.

Advantages of participating in the ReLOaD 3 project
- Participation in the ReLOaD3 project will provide municipalities with:
- Significant financial support for CSO projects that will be implemented on the territory of the partner municipality and will respond to the needs of the citizens in that municipality;
- Technical support for improving the process for allocating funds to CSOs and applying the LOD methodology for allocating funds to CSOs;
- Building and improving the capacities of CSOs in the partner municipalities;
- Building and improving the capacities of municipal representatives in accordance with the needs assessment;
- Regional networking and exchange of experiences with municipalities from other IPA beneficiaries where ReLOaD3 is implemented;
- Promoting good practices and procedures at the level of North Macedonia, but also in the Western Balkans region;
- Working on greater citizen participation in decision-making;
- Collaboration through the application of various tools and technologies;
- Support for CSO projects that provide quality and diverse services in line with local strategic development plans.
Eligibility Criteria
- The public call is open to all those who have not participated in the ReLOaD 1 and ReLOaD 2 programs and who meet the criteria of this call.
- The municipality agrees to adopt and apply the LOD methodology for transparent financing of projects of civil society organizations (CSOs) during the first year of project implementation (no later than the end of February 2026).
- The municipality agrees to co-finance CSO projects in the amount of at least 25% of the total amount of funds for CSOs that will be allocated to the municipality within the ReLOaD3 program.
- The municipality confirms that it will independently announce, as part of its regular activities, at least one public call for CSOs in the period 2026-2028, in accordance with the LOD methodology for transparent financing of CSO projects, which will be fully financed with municipal funds.
- The municipality will strengthen and institutionalize the involvement of civil society and citizens in the creation and implementation of policies.
- The selected municipalities will be provided with technical support to take responsibility for transparent allocation of funds to CSO projects, to apply transparent criteria and methods in the allocation of public resources and to enable a participatory approach in defining local priorities.
