The United Nations Office for Disaster Risk Reduction (UNDRR) invites not profit-making organizations to submit grant proposals for Earthquake Vulnerability and Systemic Risk Assessment.
The Comprehensive Disaster Management Programme (CDMP) of the Government of Bangladesh (GoB), implemented by the Ministry of Food and Disaster Management (MoFDM) and supported by UNDP, FCDO and the EC, has conducted Risk Assessment of Dhaka, Chittagong, and Sylhet City Corporation Area with the technical support from Asian Disaster Preparedness Center (ADPC).
Purpose
- The main objective is to develop the sub-national (districts/upazila) earthquake risk analysis for Bangladesh, where risks will be assessed by considering earthquake intensity, exposure, vulnerability and institutional capacities in mitigation and response (e.g., regulatory environment, land use planning, organizational capacity of sub-national actors).
- The assessment aims to improve evidence-based decision-making for prevention, preparedness, and response to earthquake-related humanitarian crises and disasters and will adopt a systemic risk lens in the analysis of compound and cascading risk and vulnerability to services, physical assets, and populations.
Funding Information
The duration of the proposed project cannot exceed 5 months and shall be completed by 30 April 2023. The maximum amount requested from UNDRR for the implementation of this project cannot exceed 80,000 USD.
Outcome
Earthquake risk mapping at sub-national level will support different national stakeholders and usecases, e.g., land use planners, spatial zoning; infrastructure investment; urban planning; sectorspecific planning; contingency planning, search and rescue protocols, and civil-military coordination in order to strengthening the earthquake preparedness and resilience. The earthquake risk model will cover all Districts (64 Districts) and preferably all Upazilas (553 Upazilas) of Bangladesh.
Criteria
- Applicants are required to indicate a plan for implementation, taking into consideration challenges created by the COVID-19 pandemic.
- The grantee must have a proven track record in working with government authorities, both at the national and local levels with experience in disaster risk reduction, earthquake modelling and risk assessment, and response planning.
- The grantee is required to provide and maintain insurance against all risks in respect of its property, any equipment used for the implementation of the project, workmen’s compensation, liability, or equivalents. Such insurance policies must indicate UNDRR as additional insured.
- For all training, workshops, consultative meetings, etc., grantee must provide a summary outcome of the events, list of participants with disaggregate information including names, affiliation, gender, email address, city, and country of representation. All events must be accompanied by relevant reports with photos as proof of evidence.
- The grantee shall acknowledge the financing support from UNDRR in the execution of all project activities and deliverables.
