Italian Agency for Development Cooperation (AICS) is seeking proposals to select projects submitted by non-profit entities for the implementation of the “Emergency initiative in favor of the most vulnerable population in the regions of Ukraine most affected by the conflict”.
In response to the current crisis and to support the local population and institutions, with Resolution of the Deputy Minister of Foreign Affairs and International, the “Emergency initiative in favor of the most vulnerable population in the regions of Ukraine most affected by the conflict” was approved, lasting 18 months for an amount equal to 23,000,000.00 euros, of which 6,000,000.00 specifically dedicated to activities in the humanitarian demining sector.
Lots
- The initiative aims to provide multi-sectoral life-saving humanitarian assistance and access to services essential to the most vulnerable internally displaced persons and non-displaced persons affected by war, ensuring their safety and dignity, with particular attention to areas with high levels of severity of need, and supporting the rehabilitation of land contaminated by mines and explosive devices.
- Lot 1 – Protection, Health, Water and Hygiene, First Emergency Distribution and Transport, Agriculture and Food Security, Education
- Lot 2 – Humanitarian Demining
Funding Information
- Funding requested from AICS not exceeding:
- 1,200,000.00 EUR (one million two hundred thousand/00 Euro) for projects submitted by a single non-profit entity;
- 1,800,000.00 EUR (one million eight hundred thousand /00 Euro) for joint projects submitted by two or more non-profit entities in ATS;
- Maximum duration of project activities: 15 (fifteen) months;
Expected Results
- Lot 1:
- Ensure vulnerable groups, including women, older persons, persons with disabilities, children and others at high risk of GBV and human rights violations, are provided with age-, gender- and disability-appropriate community based protection assistance to address risks to their physical safety and well-being.
- Ensured access to quality basic health services, including maternal/child and mental health, for the most vulnerable communities affected by conflict.
- Ensure access to water, hygiene and sanitation for the most vulnerable people affected by war, with particular attention to persons with disabilities and older people, women, girls and minorities.
- Providing basic relief items and support for adequate and dignified housing for the most vulnerable people affected by the war, including displaced persons and those returning to their areas of origin.
- Ensured food security and access to productive opportunities for the most vulnerable communities affected by the conflict
- Ensure inclusive, gender- and disability-responsive access to safe learning environments (online and offline) for learners and teachers
- LOT 2
- Reduced risk from explosive devices through risk awareness campaigns, technical and non-technical surveys.
Eligibility Criteria
- Non-profit entities that, on the date of submission, possess the following requirements may submit project proposals for this Call for Proposals:
- Registration in the list referred to in art. 26, paragraph 3, of Law 125/2014;
- Specific and proven experience in humanitarian aid interventions;
- Ability to operate on site;
- Comply with the tax, contribution and insurance obligations required by law in force in Italy;
- Are not in debt to the DGCS of the MAECI and/or the AICS or other donors, for certain, liquid and collectible debts, including debt situations arising from provisions for the revocation of contributions for projects promoted and/or entrusted;
- Have not behaved in a manner characterised by serious negligence or bad faith in the implementation of projects of the DGCS of the MAECI, of the AICS, of other donors or in the exercise of their activities;
- For non-profit entities participating in Lot 2 (Humanitarian Demining) and intending to carry out NonTechnical and/or Technical Survey activities: Ability to carry out Non-Technical and/or Technical Survey activities.
- Non-profit entities without an operational headquarters in Italy (local and/or international non-profit entities) may submit project proposals for this Call for Proposals if, on the date of submission, they possess the following requirements:
- In lieu of registration in the AICS list, ownership of a collaboration agreement with one of the entities registered in the aforementioned list. This agreement may be of various nature (affiliation, association, collaboration). Under penalty of exclusion, the Agreement must pre-exist this Call for Proposals, must have already been signed on the date of participation in this Call and must remain valid even after the conclusion of the activities of the same.
- Specific and proven experience in humanitarian aid interventions;
- Ability to operate on site;
- Be established and in compliance with the legislation in force in the country of origin, including that relating to tax, social security and insurance;
- They are not in debt to the DGCS of the MAECI and/or the AICS or other donors, for certain, liquid debts a) Maximum duration of project activities: 15 (fifteen) months; and collectable, including debt situations arising from provisions for the revocation of contributions for promoted and/or entrusted projects;
- Have not behaved in a manner characterised by serious negligence or bad faith in the implementation of projects of the DGCS of the MAECI, of the AICS, of other donors or in the exercise of their activities;
