The Embassy of France in Uganda is launching a Call for proposals for Food Assistance Program (FAP) 2023.
Food Assistance Program (FAP) is a financial instrument from the French Ministry of Europe and Foreign Affairs mainly aiming at bolstering the resilience of populations and fighting malnutrition. It is part of France’s International Strategy for Food Security, Nutrition and Sustainable Agriculture (2019-2024), the humanitarian-development nexus and the London Food Assistance Convention.
Focus Areas
- Nutrition: In accordance with the terms of the above-mentioned France’s International Strategy for Food Security, Nutrition and Sustainable Agriculture (2019- 2024), preference will be given to projects that target malnutrition and focus on pregnant and lactating women and children under the age of two (the so-called “1000-day period”, which is crucial for physical and cognitive development). 50% of the funding should be devoted to nutrition.
- Resilience: A wide variety of resilience support tools can be used across these projects financed by the FAP including cash-based transfers, livelihoods of rural populations (distribution of agricultural inputs or donations in cash for the purchase of livestock), training in agricultural techniques, veterinary interventions, etc. These operating methods help provide long-term prevention of food insecurity in fragile areas which are exposed to climate risks.
- Support to small local producers (and promotion of decent work for the youth and women): Purchase of foodstuffs on local or regional markets is encouraged, in accordance with the FAO and WFP strategies. This way of operating is essential for vulnerable populations and helps local production and commercialization to recover at the same time as providing food assistance through monetary transfers or food stamps.
Funding Information
- 500,000 € (five hundred thousand euros). Please note that the project proposal (one project only) must fit with this exact amount in euros.
- Duration: 12 months from the signing date of the financing agreement.
What types of projects can be funded?
- Projects eligible for FAP credits can combine several components:
- Food assistance (e.g. cash-based transfers, vouchers, aid in kind – rice, beans, vegetable oil, salt, etc. – specifying the quantities and number of beneficiaries)
- Fight against undernutrition (e.g. screening and treatment of malnutrition, nutritional supplementation, training in food diversification and good nutrition practices, targeting as a priority Pregnant and Lactating Women (PLW) and children aged 0 to 23 months)
- Actions to restore the autonomy and resilience of vulnerable populations: e.g. cash-based transfers, livelihoods of rural populations (distributions of agricultural inputs – tools, seeds, etc.- or donations in cash for the purchase of livestock, trainings in agricultural practices, veterinary interventions, etc.
- NB:
- These components are not mutually exclusive. A single FAP project can therefore combine several components, through one or more funded activities, and fall under several of these categories (in this case, the budget submitted should indicate the budget breakdown between components).
- FAP credits are not intended to finance studies (IPC, Cadre Harmonisé or nutritional analyses, such as SMART studies; any type of study).
- Support for the construction of infrastructure or buildings does not fall within the scope of FAP financing.
- In the specific case of the WFP, FAP credits are not intended to finance the activities of the United Nations Humanitarian Air Service (“UNHAS”), operated by the WFP.
Proposed Locations
- The proposed location of the project is open, but should target the areas where malnutrition is the most critical in the country, especially within refugees-hosting districts. Particular attention will have to be paid to the coordination and complementarity of actions, with regard to the Uganda Country Refugee Response Plan 2022-2025 and the actions implemented in Uganda by the European Union and other donors.
Eligibility Criteria
- The call for proposals is open to international organisations, international NGOs and local NGOs.
- Concept notes can be submitted either in French or English.
