The British High Commission in Pakistan is seeking proposals from potential partners to bid for the International Programme 2019/20.
The purpose of the Programme is to support the fulfillment of Pakistan’s international human rights treaty obligations. The British High Commission invites potential implementing partners to submit proposals for projects that support one or more of the following human rights objectives:
- reducing the scale and scope of the death penalty
- strengthening freedom of religion or belief
- strengthening freedom of media and expression
- improving civic spaces and strengthening civil society
- increasing accountability for practices amounting to cruel, inhuman and degrading treatment and torture
Modern slavery remains a priority but is being funded through the DFID South Asia Research Hub this year, and NOT through the International Programme.
Funding Information
The British High Commission is seeking proposals of between PKR 4,500,000 to PKR 7,000,000. Such projects could be targeted at the individual, community or institutional level, but need to demonstrate how they will contribute to a macro-level change, including possibly helping to influence the political debate that surrounds each issue.
Additional Information
- Projects will commence in August 2019 and must be completed by March 2020.
- 85% of the project budget must be spent by December 2019, and implementers must reflect this in their activity based budgets.
- Monthly payments to be made in arrears, no advance payments entertained; payments are made after receiving and verifying receipts for all expenses from implementing partners.
- Overhead/administrative costs (including utilities and rent) should not exceed 10% of the overall budget.
- Budget headers are expected to be output based and should not be heavily weighted towards salary costs.
- Projects including capital costs, construction costs or purchase of electronic devices are not eligible for funding.
- Project activity should be reflected in proposal and budget from 1st August onwards.
