The Civil Society Team (CST) is pleased to invite CSOs from South America and Mexico and Southeast Asia to apply for a grant which aims to fast-track the implementation of the UN Convention against Corruption in different regions.
The CST, with support from the UK Foreign & Commonwealth Office, aims to help develop (or complement) projects with a focus of implementation in different countries involving more than one civil society organisation (CSO).
Objective
The main objective of this Grants programme is:
- To encourage civil society organizations to work collaboratively on anti-corruption projects contributing to the fast-tracking of UNCAC implementation.
Thematic focus and Priority issues
This Call for Proposals seeks to provide funding for civil society organizations (CSOs) , in particular non-governmental organizations (NGOs), at national, local and/or community level, working in specific thematic areas of anti-corruption.
The grant scheme targets CSOs from three regions, namely, South America and Mexico, and Southeast Asia.
Grant funding under this Call for Proposals shall be provided to projects that:
- Develop cross-border cooperation amongst CSOs in the delivery of the project such that it is truly a regional project
- Increase cooperation between civil society, the public and governments, and other relevant stakeholders to fast-track UNCAC and its implementation; and,
- Increase awareness on the anti-corruption theme being worked on.
- In light of the unfolding corona virus pandemic, and the emergency status declared by almost all States in relation to this proposal, the use of technology /open data to promote more transparency in the health sector and areas related to Covid-19 response would be prioritized. For example, initiatives monitoring the current public procurement practises where bidding processes have been suspended, to curtail opportunities of corruption.
The specific undertaking of the grants project will not be for UNODC to determine, rather be the conception of CSOs. The type of activities which would be considered, but do not constitute an exhaustive list, include:
- Development and/or implementation of alternative systems for reporting of misconduct in whistleblower protection (e.g. mobile app., telephone line or other innovative use of technology)
- Direct lobbying/advocacy of advanced legislation
- Awareness-raising on current cases in asset recovery which will bring transparency and pressure for their resolution
- Online trainings and manuals on particular anti-corruption themes which will be replicated by participants in a multiplier effect
- Due to Covid-19: Activities should NOT promote gatherings of people (seminars, in-person events are not going to be funded)
Funding Information
Proposals with budgets up to USD 15,000 will be considered for the award. Please note that value for money will be assessed as a part of the rating criteria.
Duration
All activities financed by this Grants programme must be implemented by 31 December 2020.
The following types of project proposals are not eligible for funding:
- Project proposals concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses;
- Project proposals concerned only or mainly with individual scholarships for studies or training courses;
- Credit or loan schemes;
- Debts and provisions for losses or debts;
- Project proposals which consist exclusively or primarily of capital expenditure e.g. land, buildings, equipment, vehicles, etc.
- Project proposals which do not demonstrate equal treatment for individuals or groups of people on grounds of their gender, sexual orientation, religious beliefs, or lack of them, or their ethnic origin;
- Cash donations;
- Political parties or religious activities;
- Project proposals that support activities that are not in line with the values of the UN or that provide funding for any criminal activities including but not limited to terrorism.
Geographical Scope
The countries eligible to apply from the two regions are as follows:
- South America and Mexico: Argentina, Bolivia, Brasil, Chile, Colombia, Ecuador, Mexico, Paraguay, Peru and Uruguay.
- Southeast Asia: Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.
Eligibility Criteria
In order to be eligible for a grant, applicants must:
- Be from one of the countries specified above, non-profit making, and registered as a civil society organization under the relevant country laws;
- Be from one of the countries specified in 1.4, non-profit making, and registered as a civil society organization under the relevant country laws;
- Have been registered not less than two (2) years before the date of the application;
- Be directly responsible for the preparation and management of the project, i.e. not acting as an intermediary;
- Have a bank account.
What documents are required to apply?
All applications are required to submit the following documents as part of the proposal to be eligible:
- Project proposal application form (template provided);
- Project budget (template provided);
- Registration certificate as evidence for legal credentials of the organization;
- Audited financial statements for the last two fiscal years (in the absence of audited statements, any other official document demonstrating the annual income of the previous years will be accepted);
- Signed certificate.
