UN Women, in partnership with the United Nations Environment Programme (UNEP), is implementing a programme that aims at promoting human rights-based and gender-responsive climate action called “EmPower: Women for Climate-Resilience Societies (EmPower Phase II)”.
EmPower II builds on Phase I that was implemented in Bangladesh, Cambodia and Vietnam and aims to scale up for regional implementation, including expanding the program area into two new countries, the Philippines and Indonesia. It will draw on Phase I results in generating new regional commitments and national policies, financial mechanisms and tools, methodologies, evidence, and knowledge as baselines for further impact. The EmPower phase II will contribute to the Overall Impact: “People in Asia-Pacific are less vulnerable to the impacts of climate change and experience greater gender equality and the full enjoyment of their rights, including equal access to a clean, healthy, and sustainable environment.”
Objectives
- This call for proposal is intended to seek one national partner to support the implementation of the following outcomes of EmPower II Programmes in Indonesia.
- Outcome 1: Asia-Pacific actors increase action on gender-responsive climate change adaptation and mitigation
- Outcome 2: Women in all their diversity and other marginalized groups are represented as key environmental actors in climate and DRR decision-making
Funding Information
- The budget range for this proposal should be USD 100,000 to USD 120,000.
- Timeframe: June 2024 to September 2025 (15 months)
Outcome and Outputs
- Outcome 1: People living in Indonesia, especially those at risk of being left furthest behind, are empowered to fulfil their human development potential as members of a pluralistic, tolerant, inclusive, and just society, free of gender and all other forms of discrimination
- Output 1.1: Regional and national actors are more knowledgeable to implement and monitor gender-responsive and human rights-based climate change, renewable energy and DRR policies and plans
- Output 1.3: Governments and other duty bearers are equipped with knowledge and skills to develop or enhance gender-responsive and rights-based measures into new and existing policies, roadmaps, action plans, and guidelines for climate action, renewable energy, and disaster risk reduction
- Outcome 2: Women in all their diversity and other marginalized groups are represented as key environmental actors in climate and DRR decision-making
- Output 2.1: Enhanced leadership and capacity women and other marginalised group to effectively participate in climate-related decision-making on climate, renewable energy, and DRR
- Output 2.2: Opportunity for women and marginalized groups to participate in climate change and DRR decision making processes were increased.
Eligible Activities
- Output 1.1 Regional and national actors are more knowledgeable to implement and monitor gender-responsive and human rights- based climate change, renewable energy and DRR policies and plans
- Provide tailored capacity-building support to promote gender-responsive climate action that contributes to the implementation of gender commitments under the Paris Agreement and Sendai Framework
- Raise awareness and undertake communications outreach on the interlinkages between gender, human rights, climate change, renewable energy and DRR and amplify results and learnings among broader stakeholders.
- Output 1.3: Governments and other duty bearers are equipped with knowledge and skills to develop or enhance gender-responsive and rights-based measures into new and existing policies, roadmaps, action plans, and guidelines for climate action, renewable energy, and disaster risk reduction.
- Provide technical inputs on monitoring and evaluation frameworks, roadmaps, action plans and guidelines to implement climate change, renewable energy and DRR policies (Co-lead UN Women and UNEP)
- Output 2.1: Enhanced leadership and capacity of women and other marginalised group to effectively participate in climate-related decision-making on climate, renewable energy, and DRR
- Provide technical support to the CSOs and networks engaged in climate change, renewable energy, DRR, gender equality and human rights to strengthen their capacity to meaningfully engage in gender-responsive climate action.
- Provide capacity building to women-focused CSOs and local government agencies on social norms and gender-based violence and discrimination.
- Undertake public awareness campaigns to support changing perceptions and attitudes on women’s roles in renewable energy and as environmental actors e.g impacts of climate change on GBV.
- Output 2.2 Opportunity for women and marginalized groups to participate in climate change and DRR decision making processes were increased
- Create and open up spaces for women’s organizations to engage with governments in climate change and DRR decision-making processes.
- Technical support to emerging leaders, with a focus on women and marginalized groups, to engage in decision-making spaces at global, regional and national levels
Proposed locations and target groups
- The project is set to be implemented in Nusa Tenggara Barat and/or Nusa Tenggara Timur. However, proponents may propose an additional area beyond these two provinces by providing a strong rationale, particularly related to the feasibility of implementing climate action programs, or enhancing existing work in the added locations. The programme is expected to bring benefits for policymakers at national/sub-national levels, both at executive and legislative institutions, CSOs including but not limited to women and environment-focused organizations, GBV service providers, and women in communities, including indigenous women. The target group is expandable subject to the inception recommendations/findings.
Eligibility Criteria
- UN Women invites proposals from committed organizations that have extensive experience in providing technical support to policy advocacy and implementation around gender equality, climate change, renewable energy, energy transition, and disaster risk reduction. The proponent organizations are expected to have extensive experience in building the capacity of national and local governments to design gender-responsive policies and budgeting, advocating for gender equality, and supporting the efforts to strengthen the prevention and response to gender-based violence in Indonesia.
- Organization Profile
- Legally constituted organization with a valid registration in Indonesia
- Minimum 5 years of experience working in policy advocacy, capacity building for women’s empowerment, and gender mainstreaming in the Indonesian development context.
- Previous experience working with government, women CSOs, and UN agencies in the field of climate change, RE, and DRR context is an asset.
- Strong experience in capacity-building, particularly for policymakers and government officials in designing, implementing and monitoring gender-responsive policies.
- Previous experience of delivering programs focusing on the linkage of climate change and gender-based violence is an advantage.
- The organization must have competent personnel and team members – including skills across team members that can meet the requirements.
- Team members will be assessed on the following:
- Team Leader, the overall team leader should have:
- Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring, and Evaluation or related field. (A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.)
- At least 5 years of relevant experience in the field of gender equality and women’s empowerment and/or climate change programme.
- Experience in programme management, including project/programme formulation, implementation, coordination, monitoring and evaluation, donor reporting, and capacity building;
- Substantive and technical experience in gender equality and women’s empowerment is preferred.
- Experience working with and building partnerships with governments, donors, and civil society organizations;
- Knowledge and experience in gender equality and climate change issues is an asset.
- Excellent communication skills and fluent in English and Bahasa Indonesia.

- Bachelor’s degree in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring, and Evaluation, or a related field is preferred. High school graduation is required as a minimum for team members.
- Experience in working with civil society and community-based organizations, including project/program management.
- Professional experience in the area of women’s empowerment, promoting local/community-owned initiatives to advance gender equality and empowerment of women and girls.
- Knowledge and experience in gender equality and climate change issues are preferred.
- Fluent in English and Bahasa Indonesia and other dialects as relevant.
- Indonesian nationality.
