The Embassy of France in Rwanda is launching a tool intended to support Rwandan civil society organizations active in the fields of gender and health.
The PISCCA fund: Innovative projects of civil society and coalitions of actors, will be implemented for two years. It is intended specifically for Rwanda to
- promote women and girls’ rights,
- fight against gender-based violence,
- support social and behavioral change and
- improve access to contraception, including through quality information.
The selected CSOs or consortia of CSOs will benefit from a capacity-building workshop before being awarded a grant for the implementation of a 12-month project.
Areas of the Selected Projects
- This call for proposals is structured around the main area Gender and Health. As an indication and without being exhaustive, the following activities may be funded:
- Promote and defend women’s and girls’ rights, including through advocacy;
- Fight gender-based violence (GBV) and provide support to victims of GBV (for example women’s welcome center) ;
- Accompanying social and behavioral change, supporting health and well-being education;
- Improve access to contraception, including through quality information;
- Strengthen access to sexual and reproductive health and rights.
- Preference will be given to innovative projects with structured activities that are likely to create a leverage effect and be able to be replicated and be scaled up. Importance will be given to the results indicators, which must be realistic and verifiable.
- The selection committee will pay particular attention to actions targeting inclusion, specifically addressing people in vulnerable situations: people with disabilities, internally displaced people, migrants, and marginalized people, among others.
Special note: taking into account the gender dimension is not limited to the inclusion of female beneficiaries. Submitted projects must include specific actions that reduce inequalities while also involving men and boys.
Funding Information
- A grant ranging of 25,000,000 RWF will be awarded to selected organization. Consortia will be awarded a grant of 50,000,000 RWF.
- Selected organisations or consortia will need to provide 10% of the amount of the project. This may take the form of a financial contribution from the organization itself (including through HR allocation to the project) or through addtional funding from another donor (public or private).
- The running costs of the project should not exceed 25% of the total project budget.
- Length of Projects: The projects submitted cannot exceed 12 months.
Eligibility Criteria
- The PISCCA is aimed at civil society organizations such as non-governmental organisations, development-focused organisations, women or youth groups, umbrella structures, feminist organisations, etc. These organisations should have at the core of their mission the promotion and protection of women’s rights, the improvement of the well-being of youth, the promotion of social inclusion.
- In order to be eligible, CSOs must be registered at the Rwanda Governance Board and have a bank account in Rwandan Francs opened under their name at the time of submission of their application.
- Public institutions or local authorities are not eligible.
Project Selection Criteria
- Given the variety of projects that could be presented under this call for proposals, the selection committee will pay particular attention to:
- Taking into account the selected sub sectors;
- The relevance of the initial diagnosis justifying the idea of the project and the realistic nature of the objectives that are set out;
- The existence of a “concrete achievements” section: awareness-raising or training activities taken in isolation will not be eligible for funding;
- The alignement between the proposed activities and the applicant’s area of expertise;
- The structuring dimension of the project submitted and the planned exit strategy (sustainability of the project);
- Adequate human resources available within the organisation for the execution of the project;
- Innovative projects, carrying original development dynamics will be particularly encouraged;
- Organizations managed by women or that have an HR policy that promotes women in leadership roles.
Ineligible
- Some activities and expenses cannot be covered by the PISCCA funding. Projects will be rejected if they include:
- Operations of prestige;
- Infrastructure projects;
- Purely commercial and profit-making projects or individual projects;
- One-off actions such as scholarships, invitations, expert missions, or logistical support;
- Vehicle purchases or repairs;
- The payment of per diem or equivalent.
