UNDP is calling for proposals for Livelihoods Vulnerable and Excluded Minorities to support the Government’s efforts to mitigate the effects of socio-economic and health crises on vulnerable groups, UNDP has sought and obtained a ” Funding Facility Fast ” for stabilizer livelihoods of the most vulnerable communities (including people living with disabilities, people living with HIV, women, youth from minority groups) in pandemic and conflict areas and lift them out of the impact of COVID19.
Present in the Central African Republic since 1976, the UNDP is the United Nations Agency responsible for Sustainable Human Development. Because of its mandate, it supports the Government’s efforts in the fight against poverty , for reducing inequality and inclusion of marginalized groups , the minority é s and the excluded, provides strategic guidance for the development of policies , supports capacity building and the implementation of programs and projects in several areas, in particular:
- Democratic governance and the rule of law ;
- Poverty reduction ;
- Energy and the environment ;
- Crisis prevention and recovery ;
- HIV / AIDS.
Objectives
- Primary objective
- The main objective of this call for project proposals is to provide opportunities for the creation and development of sustainable livelihoods and income for people living with disabilities, people living with HIV and minority and excluded groups. Its impact is therefore to contribute to reducing the poverty of the most vulnerable and excluded households in the areas targeted by the appeal.
- Specific objectives
- More specifically, the projects submitted must:
- Increase beneficiaries’ access to functional literacy, vocational training, entrepreneurship promotion and socio-economic empowerment programs;
- Provide income generation opportunities for target individuals and groups;
- Stabilizing livelihoods of people living with disabilities, for people living with HIV and of minority and excluded groups including those of 3rd age.

Funding Information
- Zone 1: Ombella-Mpoko (Bimbo 1, 2, and 4)
- 100,000 USD
- Zone 2: Lobaye ( Mongoumba , Boda )
- 100,000 USD
- UNDP support can cover up to 100% of the total cost of the action (ie the applicant is not necessarily required to provide pre-financing) . The proposed support also includes technical support throughout the duration of the project, through advice and guidance, as well as assistance in monitoring and preparing narrative and financial reports.
Outputs
- Output 1: Increased access of selected beneficiaries to functional literacy, vocational training, entrepreneurship promotion and socio-economic empowerment programs
- Output 2: Increased access of people living with disabilities, people living with HIV and minority and excluded groups to income-generating activities and socio-economic inclusion
- Output 3: Micro and small enterprises set up by women, young people, people with disabilities, excluded minorities and people living with HIV are better structured and equipped to develop value chains
Eligibility Criteria
- Eligibility of applicants
- The applicant must meet the following criteria to be eligible for a grant:
- Be a national or local NGO active in the Central African Republic and ideally in the intervention area of the proposed project;
- Being an organization without profit, independent of political parties / movements;
- Demonstrate proven experience (formulation and implementation of the project) in a (s) component / product (s) covered e (s) in the project.
- Cannot participate in calls for proposals, nor be beneficiaries of a grant, applicants, civil society organizations:
- Who benefit from ongoing support by UNDP and whose final reports have not yet been validated .
- Who have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity;
- Who , in the context of another grant awarded by one of the United Nations agencies, did not fully respect their contractual obligations;
- Who have made false statements in providing the information required by UNDP for their participation in the call for proposals or have not provided all the information;
- Who are in a state or are the subject of bankruptcy, liquidation, judicial settlement, cessation of activity, or are in any similar situation resulting from a procedure of the same nature within the framework of the laws and national regulations;
- Who have been the subject of a conviction pronounced by a judgment having the force of res judicata (that is to say, against which there is no further recourse possible) for any offense affecting their professional morals.
- The applicant must meet the following criteria to be eligible for a grant:
- Eligibility of actions
- Scope: The actions must cover the three products expected in the area selected by the tenderer.
- Number of applications and grants per applicant: An applicant can submit one application for each of the two target areas.
- Gender equity and inclusiveness: only proposals that respect the parity between men and women, including the different categories of targeted beneficiaries (people with disabilities, people living with HIV, minority and excluded groups including those of 3 rd age ) will be eligible
- Eligibility of costs
- Only “eligible costs” can be taken into account by the grant. Eligible costs must be actual costs, foreseen by the project, validated with UNDP and well documented.
- The initial action plan submitted by the applicant during his application is indicative; it can be refined following meetings with the UNDP team to better meet the objectives of the call for proposals.
- UNDP reserves the right to request clarifications and modifications to the requested budget. This can only be changed afterwards with the express agreement of the UNDP, in writing. Accordingly, the applicant should provide a realistic and cost-effective budget.
