The EEA Grants Greece is seeking proposals for Small Grant Scheme – Improved Strategic Planning and Response to Emergencies.
Under the programme: “Development of the Management Capabilities of the National Asylum and Immigration Systems” (Capacity Building of National Asylum and Migration Management Systems)
The bodies that fall into the following categories of potential Implementation Bodies:
- Public Bodies of all kinds, as legal entities in Greece.
- Non-Governmental Organizations
The main axes on which the design of the Program was based are the following: –
- Enhanced capacity in asylum management. – Improved strategic planning with provision
- for dealing with emergency phenomena
- (Improved strategic and contingency
- planning.) – Improved services for vulnerable groups of immigrants with an emphasis on
- unaccompanied minors (Improved services for vulnerable groups,
- especially unaccompanied minors.) – More effective reception system (Enhanced reception capacity.)
Funding Information
- The co-financed public expenditure available for the inclusion of operations with the this call amounts to €508,183.00
- The amount of € 50,000.00 is defined as the minimum budget for the submitted transactions .
- The amount of € 200,000.00 is defined as the maximum budget of the submitted transactions .
Eligibility Criteria
- Public Bodies of all kinds, as legal entities in Greece.
- The maximum number of funding proposals that each candidate can participate in is two (2): One as a potential beneficiary and one as a Partner. In the event of two or more proposals being submitted by the same Beneficiary, the proposal(s) with the lowest score will not be considered. The potential beneficiary must disclose the details of external partners involved in the preparation of funding proposals, where applicable.
- In the context of this Call, mixed collaborative schemes are mandatory (e.g. a Public Sector Entity may submit a funding proposal exclusively with a Non-Governmental Organization or a Partner from the Donor Countries and vice versa). Cooperative schemes consisting only of Entities of the same legal status (e.g. two Public Law Entities), as well as proposals that do not include cooperative schemes, will not be accepted.
- Partners must be actively involved in the objectives and expected results of funding proposals. The role and responsibilities of each contracting party, as well as the distribution of the proposed funding must be reflected in the funding proposal. For this purpose, the contracting parties of the proposals that will be selected for funding must enter into a Partnership Agreement in accordance with the provisions of Article 7.7 of the Regulation for the Implementation of the Financial Mechanism of the European Economic Area (EEA) 2014 -2021, as well as in the identical Article of Joint Ministerial Decision no.: 46317 of 18.05.2022 (Government Gazette 1447/B/18.05.2022). However, during the stage of initial submission of the proposal, the submission of a Letter of Intent is deemed sufficient.
- The Non-Governmental Organizations that wish to be financed in the context of this Call must be registered in the “Register of Greek and Foreign Non-Governmental Organizations (NGOs) active in matters of international protection, immigration and social integration”, in accordance with the provisions of Law 4375/2016 as well as in No.: 10616/2020 Joint Ministerial Decision. In the case of Non-Governmental Organizations that are selected for funding and are not registered in the relevant Registry, the relevant Inclusion Decision will not be issued before the completion of the registration process, which must be completed within thirty calendar days of the completion of the evaluation process.
- In addition, Non-Governmental Organizations must also comply with the provisions of the Regulation for the Implementation of the Financial Mechanism of the European Economic Area (EEA) 2014-2021 (non-profit voluntary organizations, which have been established as legal entities, having a commercial purpose, independent from local, regional and central administration, public bodies, political organizations and trade organisations). Political and religious organizations are not understood as Non-Governmental Organizations, therefore they are not eligible categories of beneficiaries in the context of this Call.
- In the context of this Call, innovative funding proposals are encouraged. Proposals implemented from other funding sources will not be accepted and any overlap or double funding should be avoided. Funding proposals should take into account national and EU legislation governing the domestic Asylum and Immigration sectors, national standards and standard operating procedures, while complying with domestic, international and local policies and reporting methodology that will lead to the achievement of their goals.
