Call for Proposals: Strengthening the Role of Civil Society in Promoting Inclusive Development in Fiji

The European Union (EU) is seeking proposals from eligible organisations for a program entitled “Strengthening the Role of Civil Society in Promoting Inclusive Development in Fiji”.

Lots

The programme is divided into two lots:

LOT 1 Support Civil Society Organisations (CSOs) as actors of governance and development work in the field
LOT 2 European Instrument for Democracy and Human Rights (EIDHR) Supporting local civil society through Country-Based Support Schemes

Priority Activities

Lot 1

To support the building of capacities of CSOs to actively participate in policy making and advocacy related to climate change and its effects, disaster risk reduction and resilience, as well as environmental sustainability.
To facilitate the transition to a climate-resilient, low-emissions, circular economy13 through communities’ centred actions to achieve i.e. resource efficiency, sustainable consumption and production, as well as reducing, recycling and reusing waste.
To promote ecosystem or nature-based approaches to cope with climate change mitigation and adaptation challenges, using ecosystem services to reduce greenhouse gas emissions and to conserve and expand carbon sinks, as well as to enhance resilience to the impacts of climate change.

Lot 2

Advocacy, lobbying and accountability development of strategies by civil society organisations to push for legal reform and to influence policy-making;
Monitoring of and reporting on the domestication and implementation of the provisions of the international human rights instruments that Fiji has ratified;
Enhancing collaboration between CSOs and national public bodies and/or institutions in the field of promotion and protection of human rights and democratization;
Support of CSOs in actions assisting national policies and programmes toward the development of an independent and well trained media.

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1 CSOs:
  - minimum amount: EUR 300 000
  - maximum amount: EUR 680 000
- Lot 2 EIDHR:
  - minimum amount: EUR 300 000
  - maximum amount: EUR 500 000

Location

Actions must take place in Fiji.

Duration

The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.

Eligibility Criteria

Lot 1: Civil Society Organisations (CSOs)
In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a Civil Society Organisation (CSOs) and/or associations of CSOs and
- be established in Fiji where the Action is taking place, or a Member State of the European Union or in a Member State of the European Economic Area (EEA) and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- International Organisations are not eligible under Lot 1 CSO.
Lot 2: European Instrument for Democracy and Human Rights (EIDHR)
In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- The applicants will be primarily civil society organisations with no geographical requirement set a priori.
In addition, when this is necessary to achieve the objective of EIDHR, will also be juded eligible:
- public-sector non-profit agencies, institutions and organisations (including in particular National Human Rights Institutions),
- international inter-governmental organisation
- national parliamentary bodies
