The Initiative for Climate Action Transparency (ICAT) is calling for proposals to support GHG Inventory for Kenya’s Crop Sub-sector.
ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation; building or enhancing frameworks to track progress made in implementing and achieving nationally determined contributions; assessing the impacts of climate policies; estimating or enhancing projections of greenhouse gas; integrating and/or aggregating impact assessment of climate actions at the subnational level and for non-State actors; building a tracking system for a just transition processes; establishing or enhancing a climate data system; and putting in place a framework to track climate finance.
Scope
The main objective of this project is to build a sustainable crop sub-sector GHG activity data information system that will: facilitate information sharing among stakeholders, inform carbon emissions trends, agricultural development policy and decision making in Kenya, and track NDC implementation progress. The specific objectives under this project are to:
- Determine MRV requirements based on the strengths and weaknesses of existing systems;
- Develop an MRV reporting system in the crop sub-sector and ensure timely reporting, and a clear collaborative mechanism for data capture to feed back into the GHG policy making and implementation process, while building synergy with existing initiatives including the adaptation M&E Framework, and aligning with the ICAT methodologies;
- Build capacity of stakeholders at national and sub-national level to GHG inventory for the crop sub-sector.
Targeted Impact of the Grant
The targeted impact of the grant is to enable national and county government departments and organizations to use the data for decision-making. This is going to be achieved through establishing a data management system that enables national and county government departments and organizations, as well as other stakeholders, to collect and share information. In addition, to improve the compilation of a quality GHG inventory, the capacity of stakeholders to provide, collect, compile, and analyze data must be enhanced.
Outputs
The following outputs should be achieved under the project:
- A roadmap for MRV improvement for the crops sector;
- Mitigation impacts of the KCSAIF and baseline scenarios and projection, including indicators for tracking progress of NDC implementation;
- Crop sub sector Monitoring Reporting and Verification system for data capture and archiving;
- Institutional mechanisms for data collection, processing, and reporting of GHG emissions in the crop sub sector processing;
- Policy briefs and evidence to improve policy implementation to help track progress toward NDC goals and other national objectives;
- Manuals for capacity building of stakeholder in the GHG inventory process.

- The expected duration of the grant/funding is 18 months.
