United Nations Development Programme (UNDP), within the “Civil Service Training for the 21st Century in the Republic of Serbia” Project, opens call for proposals for Grants Competition to support the National Academy for Public Administration Research Center intended for academic institutions – universities which are not funded by governments (state owned institutions) and civil society organizations, think-tanks.
Objectives
- The general goal of the competition is to establish continuous cooperation between the National academy for public administration and interested organizations in the process of creating a framework for the training of civil servants.
- The specific objectives of the competition are
- initiation and implementation of Research activities center,
- measuring the effects of realized trainings of the National Academy for Public Administration,
- creating recommendations for further training of public servants.
- The results of these researches will be delivered for use by decision makers and other officials of all levels in the Republic of Serbia. In order to be as efficient as possible establishment and development of the research center, NAJU will form a special Working Group for cooperation with the selected beneficiary of the grant. The implementation of the proposed solutions during this project will be conditioned by prior coordination with NAJU Working group.
Funding Information
- It is planned to finance two (2) individual projects whose individual amounts do not may exceed 15,000 US dollars (fifteen thousand dollars) in dinars equivalents.
- This public call does not oblige UNDP to award any amount. UNDP reserves the right to negotiate the amount of the potential grant.
- Duration: The duration of the project cannot be shorter than 2 (two) nor longer than 3 (three) months.
Results
- Expected results of the project:
- Conducted research with the aim of evaluating the effects and determining the quality of the trainings
- Created guidelines regarding the further development of professional training in public administration
- Development of instruments and methodology for carrying out research on user satisfaction (citizens and other subjects) with the work of public administration bodies for the purpose of determining priority areas for professional development of civil servants and employees in local self-government units
- Established continuous cooperation between NAJU and civil society organizations and scientific-research institutions and academic institutions

Expected Activities
- As part of this competition, activities that deal with research in the field of professional development in public administration will be financed, with the aim of developing guidelines and measures that would be given to public administration institutions for review, with the potential to be implemented throughout the Republic of Serbia. The National Academy for Public Administration aims to, through this invitation, and within its Research Center, involve interested actors and the professional public in the process of raising the capacity of public servants, first of all by looking at the initial condition.
- It is expected that civil society organizations and/or scientific research organizations, based on research activities, formulate recommendations for improving the system of professional training of public servants, by proposing specific activities that are important for modern public administration for the 21st century.
Competition Rules
- The submitters of project proposals can be civil society organizations, as well as scientific research institutions and academic institutions.
- The applicant of the project proposal can apply independently or in partnership with other institutions or organizations.
- In the case of a partnership of several organizations or institutions, it is necessary to submit a partnership protocol that clearly defines the roles and responsibilities of each partner in the project as part of the competition application.
- In the case of a partnership of several organizations or institutions, a single budget must be submitted.
