The European Commission (EC) is seeking proposals to support Civil Society for the promotion of Civic Tech and Social Innovation.
Lots
- OS1 (LOT 1) – Support the digital transformation and digitalization of civil society in order to strengthen its role in advocacy, monitoring and evaluation of public policies
- OS2 (LOT 2) – Strengthen the viability, autonomy and financial independence of civil society organizations through the diversification of funding sources.
Objectives
- The general objective of the program is to contribute to strengthening the effectiveness of public action in priority sectors of the European Union in Morocco through better coordination, involvement and effectiveness of the associative world and innovative partnerships.
- There are four specific objectives (SOs) to which the implementation of the programme should contribute:
- OS1- Strengthen the action and digital innovation of civil society;
- OS2- Strengthen the viability, autonomy and financial independence of civil society organizations through the diversification of funding sources;
- OS3- Support new partnerships in the areas of research and innovation between CSOs and research/knowledge centers capable of enhancing the credibility of advocacy actions and the quality of civil society participation in public policy cycles;
- OS4- Provide institutional support aimed at strengthening the State-Civil Society partnership provided for by the Constitution and public policies.
Priorities
- The priorities of this call for proposals are:
- Contribute to the construction of public space through a multi-actor approach to develop relationships of trust between CSOs and other actors (public, private, academic world, etc.) and develop spaces for dialogue and consultation,
- Support the structural and organizational development of CSOs and assist them in strengthening and implementing their organizational strategies (particularly digital and financial) in a sustainable manner;

- Lot 1 Priorities: Support for digital transformation and the digitalization of civil society
- Promotion of a protective and inclusive legislative framework for the development of a democratic digital environment favorable to civil society;
- Strengthening the digital and digital capacities of civil society enabling them to respond to current and future challenges in the non-profit sector, particularly in terms of societal impact, innovation and development;
- Development and deployment of digital platforms and Civic Tech solutions, further strengthening the roles of CSOs as agents of change and in their participation in public policies.
- Lot 2 Priorities: Strengthening the viability, autonomy and financial independence of civil society organizations through the diversification of funding sources
- Development of sustainable economic models adapted to civil society;
- Promotion of strategic partnerships to strengthen resource mobilization including with the public and private sectors;
- Promotion of alternative financing instruments that contribute to the viability and financial autonomy of civil society such as: social entrepreneurship, crowdfunding, philanthropy, Corporate Social Responsibility (CSR);
- Promotion of a strengthened regulatory framework for social impact investment, the social economy and associative entrepreneurship.

- The overall indicative amount made available under this call for proposals is EUR 7,500,000

- Minimum amount: 1,200,000 EUR
- Maximum amount: 1,250,000 EUR

- Indicative amount of the lot: EUR 5,000,000
- Minimum amount: 2,450,000 EUR

Duration
- The initial planned duration of an action cannot be less than 48 months nor exceed 60 months.
Eligibility Criteria
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- belong to one of the following categories of organizations: non-governmental organization
- be effectively established in Morocco and/or in a Member State of the European Union or other eligible countries as indicated in the basic act IVCDCI, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies), without acting as an intermediary, and
- have carried out activities related to the objectives and priorities of the respective lot of this call for proposals during the last five years preceding the submission of the application.
