These training sessions should make it possible to form the initiative group, the members of which must be spread evenly across the department. At the end of the training, an action plan must be developed to progress towards the establishment of the mutual. This plan must include at least the following activities:
- Local awareness in order to broaden the knowledge base on mutuality and health insurance;

- Support for the operation of the departmental mutual (investment, operation, etc.): upon obtaining its approval, the NGO will provide support to the departmental mutual and its Board of Directors “CA” within the framework of an agreement secondary. It should be remembered that the departmental AMU / Mutual is already provided for in the DTF of the PASS. It will be a question of helping the turnover of the mutual to recruit its personnel (A Director, an accountant, a secretary, 3 animators, a part-time medical consultant 50%), to pay the fixed charges of the mutual for 12 months ( salary and wages, rent, water-electricity); ensure initial investments (office furniture, logistics, etc.); bear operating costs and finance activity budgets;
