The European Commission (EC) has announced a call for proposals to build a more inclusive society through strengthening the cultural sector and cultural cooperation between Haiti and the European Union.
Objectives
- The specific objective(s) of this call for proposals are:
- Support culture as a driver of social and economic development in Haiti
- Promote cultural and intercultural dialogue to foster peaceful intercommunity relations
- Increase the visibility of Haitian cultural and artistic events, nationally, regionally and internationally.
- Spread the fundamental values of the European Union through support for the organization of cultural activities that aim at inclusion, poverty alleviation and conflict reduction throughout the country.
Sectors or Themes
- Culture and creativity, various artistic and cultural productions (architecture, decoration, design, heritage, crafts, digital arts, plastic and visual arts, cinema, radio and television, theater, music, dance, street arts, literature and fashion).
Funding Information
- The overall indicative amount made available under this call for proposals amounts to EUR 500,000. The contracting authority reserves the right not to allocate all available funds.
- Amount of grants
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- maximum amount: 500,000 EUR
- minimum amount: 400,000 EUR

Duration
- The initial planned duration of an action cannot be less than 36 months nor exceed 48 months.
Types of Activity
- Organization of cultural and artistic activities and/or events/events promoting, among other things:
- The potential of culture and creativity for sustainable social and economic development
- The development of Haiti’s cultural market with a view to its sustainability
- The meeting between the general public and culture
- Cultural and intercultural dialogue for peaceful intercommunity relations
- Strengthening cooperation in the field of cultural heritage
- Networking of young creative and cultural entrepreneurs from Haiti, the Caribbean region and the European Union,
- The promotion of an active civil society opening up in the field of culture.
- The promotion of the values of the European Union will be positively valued in the context of already existing cultural and creative activities recognized by the population and in new activities created entirely in the context of this call for proposals.
Location
- The actions must be implemented in Haiti with a balanced distribution between the capital Port au Prince and the rest of the country’s territory.
Eligibility Criteria
- Lead applicant(s)
- To qualify for a grant, the lead applicant must:
- be a legal entity or a natural person and
- have no profit motive and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined in Article 156 of the Financial Regulation of the European Union and be established in a Member State of the European Union or Haiti.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary and
- be an organization that has managed at least one project in the Culture sector in Haiti with a budget of minimum 300,000 EUR, in the period 2021-2024.
- In the spirit of this call for proposals and the EU policy on cultural cooperation, partnerships between European and Haitian organizations are encouraged. If the applicant is an organization established in a Member State of the European Union, the co-applicant must be an organization established in Haiti.
- Associations between different local cultural actors will also be strongly valued.
- To qualify for a grant, the lead applicant must:
- Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities can be considered affiliated with the lead applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- Control on annual financial statements, consolidated financial statements and related reports of certain forms of undertaking:
- Entities affiliated with an applicant may therefore be:
- Entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for other control levels;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, these may be entities controlling a company controlling the applicant;
- Entities at the same level of direct or indirect control as the applicant (sister companies);
- Entities affiliated with an applicant may therefore be:
- Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association, etc.) than the proposed affiliated entity.
