The United Nations Development Programme (UNDP) is accepting proposals for the ZRBF2 Consortia Partners Programme.
Programme Description
- The goal of the ZRBF 2 programme is to build resilience in vulnerable rural communities, ensure sustainable natural resource management for climate action, improve food and nutrition security, and lower the impact of natural disasters in at-risk communities in Zimbabwe. This will be achieved through the following interlinked intermediate results:
- Intermediate Result (IR1): Evidence generation and capacity building for key institutions, systems, and communities for programming that promotes community stewardship on sustainable natural resources management and livelihood options.
- Intermediate Result (IR2): Improved natural resource management, utilization, and environmental protection to promote sustainable food systems within functioning ecosystems for sustainable resilience to multiple shocks.
- Intermediate Result (IR3): Enhanced sustainable and diversified livelihood options for rural inclusive economic growth of at-risk communities.
- Intermediate Result (IR4): Strengthened climate and disaster risk governance for resilience (early warning and early action -Crisis Modifier) to cushion and protect developmental gains for at-risk communities.
- The programme is envisaged to address economic, social, and climate change challenges in the proposed landscapes as well as offer context-specific interventions based on a comprehensive assessment of landscapes and the needs of people and natural processes.
Objectives
- The objective of this Call for Proposals is to identify two consortia partners/organisations for implementation of ZRBF 2 field activities in the two landscapes, that is Mid Zambezi area (Binga, Kariba, Hurungwe, and Mbire) and the Southeast Lowveld (Chiredzi, Mwenezi, and Beitbridge), one to operate in each landscape.
- The consortia partners are envisaged to enhance the resilience of vulnerable communities and systems, enabling beneficiaries to achieve self-sustenance, reduce the impact of natural disasters on at-risk communities, and foster positive changes in natural resource management practices, benefiting current and future generations in Zimbabwe.
- The Consortium lead and respective partners are expected to work closely with local authorities and technical government departments to ensure the sustainability of the interventions under this request. The organizations are also expected to work closely with PMU (UNDP, RCO, and FAO), the project steering committee, donors, government, and collaborate with the ZRBF 2 Resilience Knowledge Hub.
Funding Information
- USD8,2 million Total Budget for the two lots.
- Lot 1: USD 4,7 million for Mid Zambezi Valley (Binga, Kariba, Hurungwe, and Mbire)
- Lot 2: USD 3,5 million for Southeast Lowveld (Mwenezi, Chiredzi and Beitbridge).
Duration
- Each project’s duration must be 42 months. The expected duration of the two projects should be between 01 July 2025 and 30 November 2028, inclusive of wrapping up, reporting, and closeout.
Eligibility Criteria
- Eligible as lead entities are all NGOs entities/organisations/institutions legally registered in Zimbabwe.
- Eligible as co-applicants are, NGOs, CBOs, FBOs, Academia, Research and Policy Institutions, Private Sector, and Local government entities legally registered in Zimbabwe.
- Private companies may be part of the consortium but not receive direct funding from the project unless if it is under the matching grants. An organization can only participate in one consortium, unless if it is operating as a strategic technical support unit in a more specialized area with a strong justification, and a constituted consortium can only bid in one landscape.
- The lead organization cannot be a co-applicant in another consortium.
- The lead organisation should also be involved in the direct implementation of activities and ensure a fair distribution of resources and respect for value for money principles.
- Additionally, an organization cannot be part of the Resilience Knowledge Hub while also being involved as an implementing partner in a consortium. Co-funding is strongly encouraged, though not mandatory.
- UNDP will only contract the lead entity in case of a consortium application submission. The selected organisation should not:
- be listed in the UN’s list of proscribed organizations, UNDP/UN/World Bank Vendor Sanctions List, or indicted by the International or National Criminal Court
- be banned by any other institution/government.
