The European Commission is seeking proposals for its initiative titled “Support to the Youth Advisory Board” to finance smaller-scale projects of democratic institutions and public administration in North Macedonia focused on aligning the legislation, standards, methodologies and practices to those of the EU and building a strong implementation capacity in the country.
The EU Integration Facility will result into a strengthened coordination and management, visibility and transparency of the accession process and higher level of alignment of the national legislation with the EU acquis. The EU investments will improve enforcement capacity of the national institutions to deliver on reforms, accession and the management of the EU funds. This is expected to raise the public support for the reforms and the EU accession path of the country.
The EUIF finances capacity building interventions complementing the regular annual and multi-annual programmes, thus bringing the needed element of flexibility in the management of the EU funds in support of the reforms and the EU accession of the country. It allows the Commission to provide fast-track, specific and targeted financial support to North Macedonia for emerging, short-term needs as part of the EU accession process or in case of a crisis situation.
Focus Areas
- Based on their interests, knowledge and expertise, the priority areas covered by the YAB and by the support contract to the YAB will focus on a number of selected priority areas (e.g. education, youth, green agenda, human rights, rule of law and anti-corruption, social inclusion, media, civil society, cross-border cooperation, etc.); the selection of the topics could be also made in line with the European Youth Goals.
Objectives
- The objectives of the EUIF are:
- To back-up the accession process in its entirety, enhance the alignment with the EU acquis and EU/International standards and the implementation of the legal framework in practice, and increase the public support for the EU accession process;
- To improve the effectiveness and visibility of the EU funds invested in the country, to upscale the sector approach, and ensure that EU funding and policy creates a sustainable and visible development change.

- The global objective of this assignment is to contribute to enhanced youth engagement and youth inclusion in the programmes and policies of the EU Delegation to North Macedonia.
- The specific objective(s) of this call for proposals is/are:
- To provide technical, administrative and communication support to the YAB to efficiently and effectively implement its role and fulfil its mandate.
Priorities
- The priority(ies) of this call for proposals is/are:
- Support the YAB to the EU Delegation to North Macedonia which will be a platform for ongoing dialogue between the EU Delegation and youth, including youth organisations and networks, in order for the EU initiatives in North Macedonia to continue being relevant, meaningful and useful for the young people;
- Create an opportunity for youth to be involved and contribute to the formulation and implementing of EU programmes and policies in North Macedonia in view of the European integration of the country, ensuring that the voices of young people are heard and taken into account;
- Contribute to incorporate the YAB perspectives, foresights and innovative approaches in the work of the EU Delegation, including for future programming, which in turn take into account the situation of young people, appropriately respond to the key challenges and opportunities of youth in North Macedonia.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 250.000. The contracting authority reserves the right not to award all available funds.
- Any grant requested under this call for proposals must not exceed the below maximum amount:
- maximum amount: EUR 250.000
- Duration: The initial planned duration of an action may not be lower than 30 nor exceed 34 months.
Expected Outcomes
- Comprehensive desk-review of the EU programmes, particularly under the upcoming the IPA 2025-2027 carried out; areas of engagement for the YAB identified taking into account the background and interests of the selected YAB members.
- Overview of all key youth programmes in North Macedonia, namely those of other donors and government, provided.
- The EUD is supported in the revision process of documentation to be provided to the YAB (e.g. ToR, rules of conduct and procedures).
- A functional and accessible platform for exchanges and consultations is identified and managed.
- The onboarding event for the newly selected YAB members is organised and facilitated; team-building events for YAB members is organised and facilitated at least once per year.
- The YAB is supported in designing a work plan.
- Training needs assessment of the YAB members is conducted. Training action plan is developed. Demand driven trainings and capacity building for the YAB members are provided based on the action plan (areas to be defined including possible trainings on the EU, EU enlargement and pre-accession processes). At least three trainings per year are provided.
Eligible Activities
- Provide the EU Delegation with the fist-hand information on the youth and create a link between the communities and the EU Delegation;
- Support the EU Delegation to North Macedonia in organising activities for young people by integrating young people into the promotion and implementation of EU events and programmes, including on social media; receive input on how to best communicate and involve youth in communication activities; increasing outreach to and enhancing dialogue with Macedonian youth;
- Provide selected young people (future opinion leaders in the country) with the opportunity to uplift different skill sets and connect with youth from other countries, foremost Western Balkan countries, namely through trainings and events.
Ineligible Activities
- The following types of action are ineligible:
- actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences and congresses;
- actions concerned only or mainly with individual scholarships for studies or training courses;
- actions and measures that may result in violation of human rights in partner countries or causing significant adverse effects on the environment or the climate;
- action where financial support to third parties is the main purpose of the action;
- actions which consist exclusively or primarily of capital expenditure, e.g. purchasing land, buildings, equipment and vehicle.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be non-governmental organisation registered in line with the Law on Associations and Foundations
- be established in the Republic of North Macedonia at least seven years before this call is launched and
- have the status of a umbrella youth organisation according to the Law on Youth Participation and Youth Policy of the Republic of North Macedonia , since at least five years at the moment of publishing of this call for proposals.
- be directly responsible for the preparation and management of the action with the affiliated entity(ies), not acting as an intermediary, and
- not being in any of the situations listed in the practical guide.
- The lead applicant must act individually.
