Center for Political and Legal Reforms with the assistance of the European Commission is seeking applications for a program entitled “Strengthening the role of the public in ensuring democratic reforms and the quality of state power” that aims to increase the involvement of civil society organizations both in the monitoring of sectoral reforms and in the implementation of successful reforms of the judiciary, public administration, changes in the law enforcement system, the elimination of corruption in the state, the formation of accountable and transparent power.
The purpose of the competition is to increase the capacity of CSOs in the regions of Ukraine to influence public authorities and local self-government bodies and their officials in order to implement and accelerate reforms through participation in policy development, advocacy, communication and monitoring of its implementation in the areas of:
- Improvement of the organization and activities of public authorities and local self-government
- Development and improvement of various forms of self-organization of citizens
- The formation of a new police force and the reform of state inspection bodies.
- Monitoring of the implementation of the prosecution and judiciary reforms.
- Anticorruption expert examination of decisions of local self-government bodies and local bodies of executive power
- Promoting the development of the political system through electoral reform and the implementation of the reform of funding and reporting of political parties;
- Strengthening constitutional justice, implementing a new institution constitutional complaint;
- Promoting the establishment of a democratic referendum legislation
Grant Information & Duration
- The size of the grant – from 150 000 UAH. up to 300 000 hryvnas In relatively identical applications, preference will be given to the application with the lowest budget. Standard Grant Amount: 220 000 hryvnas.
- Duration of projects – from 6 to 10 months.
Priorities
The project should foresee progress in strengthening and increasing the public’s impact on the reforms in the regions through policy development, advocacy, communication and monitoring of its implementation (the list is not exhaustive):
- Formation of expert working groups from representatives of local self-government bodies, executive authorities, the public and media representatives to develop documents on the directions and methods of reform.
- Advocacy activities for decision-making aimed at implementation of reforms.
- Increasing citizens’ awareness of issues related to the implementation of reforms to encourage public debate and dialogue between government and citizens.
- Promotion of communication, consultation, dialogue and cooperation between civic activists and government representatives aimed at successful implementation of reforms.
- Monitoring the implementation of reforms.
- Conducting seminars, roundtables and other community-based events to discuss reforms in the relevant areas.
Eligibility Criteria
- Public organizations are invited to participate in the competition, which have:
- non-profit status and officially registered in Ukraine;
- at least two years of experience in the field of the proposed project;
- the ability to implement and report on grant projects (including financial reporting);
- availability of a separate bank account for the project implementation.
- The project activity is encouraged and welcomed in cooperation with other regional public organizations of analytical and expert direction.
- Under this project, grants are not granted to political parties and religious communities.
