The United Nations International Children’s Emergency Fund (UNICEF) is accepting applications for its project to Strengthen the Leadership and Impact of the Educational Teams of the Amazonian Commonwealth and the Andean Commonwealth.
This project will focus on two regional coordination spaces: the Amazon Regional Association (MRA) and the Andean Regional Association (MRDLA). Regional associations promote integration, regional development, and public participation in matters that benefit society. To this end, they are empowered to establish relationships of coordination, cooperation, and collaboration with various state entities, the private sector, civil society, and international technical cooperation agencies. The Amazon Regional Association (MRA) is an interregional cooperation body comprised of six Peruvian regions: Amazonas, Huánuco, Loreto, Madre de Dios, San Martín, and Ucayali. Its main purpose is to coordinate the socio-environmental and development challenges facing the Peruvian Amazon, which covers 53% of the national territory and is home to 90% of its tropical forests. This space seeks to integrate regional public policies to protect Amazonian ecosystems, promote sustainable development, and guarantee the rights of Indigenous communities.
Among its core objectives, the MRA promotes the Amazon Vision 2030, which focuses on consolidating integrated territorial governance, strengthening institutional capacities, and promoting green economies. To this end, it prioritizes areas such as biodiversity conservation, sustainable natural resource management, environmentally friendly road infrastructure, and alternative development to reduce dependence on unsustainable activities. It also encourages citizen participation, especially among young people and Indigenous Peoples, to design inclusive policies.
Objective
- To strengthen the organization and capacity of influence of the leading educational teams of the Associations of the Amazon and the Andes and contribute to closing educational gaps and improving fundamental learning, taking advantage of initiatives promoted by UNICEF such as the STEM approach and education accelerated.

Expected Results
- At least 100 people (50 in each Mancomunidad), including Social Development managers, DRE/GRE directors, UGEL directors, and UGEL specialists, have participated in technical assistance meetings that allow them to improve their impact on prioritized educational issues.
- At least two educational improvement initiatives or projects (one per Mancomunidad) are developed with the support of UNICEF to close gaps and improve learning, including key topics such as STEM and accelerated education.
- Four events (two for each Mancomunidad), in person or virtually, with the participation of the leading educational teams from the regions, are supported in the formulation of the agenda, discussion, and systematization of their results, which allow advancing the agenda of closing gaps and improving learning, including key topics such as STEM and accelerated education. Proposals that can indicate strategies to actively involve all regions of each of the Mancomunidades will be appreciated, to the extent that time and resources permit.
Selection Criteria

- Consistency between results, products, schedule and budget to ensure the results.
- Innovative approach
- Added value and comparative advantage of the organization, based on its experience and previous achievements to generate technical dialogue, support of processes to leading teams, and effective impact.
- Local experience and presence
- Proven experience working in Amazonian or Andean territories, especially at the level of work with educational managers (GRS, DRE, UGEL)
- Sector expertise and experience
- Proven experience working with authorities and officials in the sector education at the national or regional/local level, both for advocacy and offer support and technical assistance.
- Sustainability of intervention
- Proven experience in technical support or assistance that has resulted in changes or proposals that are maintained over time.
- Other
- Accreditation of the participation of professionals with proven experience in technical assistance or advocacy at the highest level with educational managers (MINEDU, GRS, DRE, UGEL).
