The Community Engagement Office (CEO), of the Public Diplomacy Section (PDS) of the U.S. Embassy in Islamabad (hereinafter known as “CEO”) is pleased to announce an open competition for assistance awards, contingent on funding availability, through the Public Diplomacy Grants Program.
CEO is looking to partner with an organization or a consortium of organizations to work with a small group of PVE practitioners to design and implement an online media campaign addressing one or more key aspects of PVE. This would function as a capacity building activity for the PVE practitioners, who would be required to demonstrate organizational buy-in as a prerequisite for selection. Campaign training could include:
- Content Generation Exercises
- Media Monitoring, Social Listening and Trend analysis followed by theme selection,
- Audience Analysis, Audience Segmentation and Selection
- How to reach a target audience using digital media tools
- Digital Sponsorship, Marketing Technique and
- Effective use of Digital Media Metrics and Analytics for measuring audience reach and success of the program/campaign.
Project Goal
- Key PVE practitioners learn through practice to use digital media effectively for transformative campaigns, including important content development strategies, analytics tools, audience analysis, and evaluation criteria.
Project Objectives
- Objective 1: Strengthen the organizational capacities of approximately six local civil society partners through digital media management and content creation training.
- Objective 2: Run a successful PVE Digital Media Campaign involving all partners and participating organizations and share results and evaluation using available tools.
- Objective 3: Award and manage six P/CVE Digital Media small sub-award programs.

- Total available funding: $250,000
- Award Ceiling: $250,000
- Award Floor: $150,000
- Length of performance period: 12 to 18 months
- Number of awards anticipated: One (1) award.
- Anticipated program start date: August 1, 2024
Project Audience(s)
- The audience targeted in a nationwide program will be PVE practitioners (NGOs, potentially academic institutions, or other agencies). More broadly, a TBD segment of the Pakistani population affected by the digital media campaign, selected by the successful applicant(s) in cooperation with CEO.
Eligibility Criteria
- The following organizations are eligible to apply:
- Not-for-profit organizations
- Civil society/non-governmental organizations
- Thinktanks
- Public and private educational institutions
- For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-award to other entities, but only one non-profit, non-governmental entity can be the prime recipient of the award. When sub-awarding to other entities, the responsibilities of each entity must be clearly defined in the proposal.
