The Italian Government, through the Italian Agency for Development Cooperation (AICS) office in Kyiv, is launching a new €21 million call for proposals to deliver emergency humanitarian assistance to the Ukrainian population most affected by the conflict.
The interventions will be carried out by civil society organizations active in the country.
The initiative promotes aid localization, with the goal of responding to the needs of communities most affected by the war, especially those near the front line.

Duration
- Maximum duration of project activities: 15 (fifteen) months;
Beneficiaries
- The population categories at greatest risk of vulnerability in the identified intervention areas and specifically:
- The displaced population and returnees returning to their areas of origin;
- Women, girls and children in vulnerable conditions;
- People with disabilities;
- Minor population;
- Elderly people in particularly vulnerable conditions;
- People belonging to ethnic minorities and strongly discriminated against;
- Medical and educational staff working in healthcare facilities supported by the interventions;
- Representatives of local CSOs and local volunteer associations, including community organisations women or for women’s rights.
Criteria
- In the evaluation of the project, particular emphasis is given to:
- The possibility for the proposing entity to achieve economies of scale with resources coming from other sources,
- The consolidated presence of the Organization on site and its in-depth knowledge of the reality
- To the consolidated relationship of the Organization with the partners and the community of the intervention area
- To a sufficiently exhaustive and realistic needs analysis capable of taking into account the needs of the beneficiaries through the presence of adequate context indicators
- To a clear identification and involvement of beneficiaries and stakeholders in the implementation phase formulation of the intervention
