Expected Results
- UNHCR will continue working with Yemeni authorities and its partners to protect and assist refugees and asylum-seekers, including facilitating Assisted Spontaneous Returns (ASR) where appropriate. All protection interventions will be underpinned by a community-based protection approach, promoting sustainability, accountability, and refugee participation in shaping the response. Community-based protection will serve as a cornerstone of the protection strategy in Yemen. Despite ongoing challenges, UNHCR remains committed to delivering life-saving protection and assistance. Given operational constraints and limited funding, efforts will focus on core protection activities, including:
- Legal assistance, registration, and civil documentation;
- Border monitoring and prevention of refoulement;
- Case management and referrals for child protection, gender-based violence (GBV), and other complex protection needs. Other key sectors such as education and health will continue to face critical gaps due to resource limitations. As displacement becomes increasingly protracted, UNHCR will strengthen refugee agency and leadership, enabling communities to articulate their evolving needs and contribute to sustainable solutions. To this end, UNHCR will scale up outreach, two-way communication, and targeted service delivery, especially for urban refugees living outside of camps. Protection efforts will increasingly rely on community-based structures to enhance participation, access to services, and accountability. Refugee communities will be supported in monitoring service quality and accessing complaint and feedback mechanisms.
- Indicative Activities:
- Provision of legal counselling, civil documentation, and legal representation, particularly in cases of detention or risk of refoulement; as well as case management and referrals for women, children, and individuals with complex protection needs.
- Protection vulnerability assessments, including intention surveys, will continue to inform evidence-based advocacy and programming for refugees in camps and urban areas.
- Education support through coordination with the Ministry of Education, local education authorities, and UN partners to address key barriers such as lack of civil documentation and insufficient infrastructure.
- Distribution of core relief items (CRIs) to vulnerable refugee families in Kharaz Camp, following needs-based assessments.
- Advocacy and support for refugee access to national public health services, including health and nutrition programmes offering preventive, promotive, curative, palliative, and rehabilitative care.
