The European Commission (EC) is caling for proposals for Peacebuilding in Benin through the Prevention of Violent Extremism for CSOs.
Objectives
- This call for proposals has the general objective of: Preventing violent extremism in border areas of Benin most at risk.
- This call for proposals has the specific objective(s) of:
- Strengthen the coordinated participation and involvement of civil society actors in the prevention of radicalization and violent extremism
- Participate in the implementation of barrier measures against violent communication by economic and social reintegration of people vulnerable to extremist discourse
Priorities
This call for proposals has the following priority(ies):
- Support and strengthen the capacities of civil society organizations and their initiatives aimed at promotion of a culture of dialogue, citizenship education and prevention of extremism violent;
- Strengthen the capacities of the media (particularly community radio stations) in terms of prevention violent extremism;
- Strengthen the professional and economic capacities of vulnerable groups (youth and women).
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2.3 million.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1: The capacities of civil society organizations and their initiatives aimed at promoting a culture of dialogue, citizenship education and the prevention of violent extremism are supported and strengthened
- Lot 1 – zone 1:
- minimum amount: EUR 300,000
- maximum amount: EUR 350,000
- Lot 1 – zone 2:
- minimum amount: EUR 350,000
- maximum amount: EUR 400,000
- Lot 1 – zone 1:
- Lot 2: The capacities of the media (particularly community radio stations) in terms of preventing the phenomenon of violent extremism are strengthened
- Lot 2 – zone 1
- minimum amount: EUR 200,000
- maximum amount: EUR 250,000

Eligibility Criteria
- lead applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal person
- have no profit motive
- be a Civil Society Organization (CSO) constituted in accordance with the legislation in the types of costs that can be taken into account when calculating the amount of the grant. in force in the country concernedbe established in3 the Republic of Benin or in a Member State of the European Union for at least three years on the date of submission of the proposal;
- be directly responsible for preparing and managing the action with the co-applicant(s) , and the Affiliated Entity or Entities, and not act as an intermediary;
- be able to demonstrate its ability to implement projects of similar size to the grant requested.
- To be eligible for a grant, the lead applicant must:
- Co-applicants
- Co-applicants take part in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself with the exception of the last criterion (ability to implement projects of similar size to the requested grant).
- Co-applicants must sign the mandate form.
- If the grant contract is awarded to them, any co-applicants become beneficiaries within the framework of the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
