The European Commission (EC) has launched a call for proposals to increase the capabilities and opportunities of young people to act as multipliers of sustainable development.
Program Objectives
- The general objectives of this call for proposals are:
- contribute to the Improvement of Advocacy in favor of inclusive public policies that protect adolescents, young people with particular attention to vulnerable groups (young people and minors (street children and children victims of illicit trafficking, in situations of difficulty, social conflict) young people and adolescents victims of exploitation, ethnic minority youth (khoisan), young people living with disabilities (physical and mental), young people living with albinism), in rural and peri-urban areas of Angola, via actions that will promote health, education and culture (the importance of cultural and artistic practices in the inclusion of citizens), towards constructive development and the resolution of inequalities.
- Taking into account the current national context, as well as the broad area that constitutes support for the most vulnerable, with emphasis on people with disabilities, the specific objectives of this call for proposals are to support projects that aim to contribute to:
- Strengthen youth intervention capacity and provide opportunities for young people to act as leaders and multipliers at a social, economic, cultural and political level (encouragement of the creation of agricultural youth associations; inclusion of adolescents and young people in activities in the agricultural and livestock sector and the environment aiming at its valorization and training for life, actions with the involvement of the media and academies (to generate knowledge and information).
- Increase the quality, quantity and accessibility of youth leadership actions in Angola (stimulating active participation in local development).
- Promote the creation of employment generation actions and initiatives that lead to entrepreneurship, to combat poverty and promote economic development, at peri-urban and community level. Promote cultural actions in partnership with the journalistic class in order to influence public policies in their favor.
- Promote and support advocacy for sectoral policies, including the environment and social mobilization in favor of youth.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 4,348,438. The contracting authority reserves the right not to allocate all available funds.
- Value of grants
- Grants requested under this call for proposals must fall between the following minimum and maximum amounts:

Duration
- The initial duration foreseen for an action cannot be less than 30 months nor exceed 48 months.
Activities
- Indicative list of activities likely to be financed:
- Actions to sensitize and raise awareness among community decision-makers (religious, traditional, others) about entrepreneurship, income generation, nutrition at community level.
- Actions to promote learning opportunities, for young people in vulnerable situations and from disadvantaged backgrounds, for young people with disabilities and for young people who face discrimination based on gender, sexual orientation, albinism, to act as multipliers and bridge builders in order to contribute to sustainable development.
- Actions that strengthen the skills of young people in vulnerable situations.
- Actions that reinforce incubator/accelerator programs to train young sustainable development multipliers and bridge builders, including offering formal and non-formal learning (online, hybrid, physical),
- Actions to support the integration of youth-sensitive services (integrated development plans), identification (tracking) of vulnerable poor families and referral to relevant public services (health, social protection); social monitoring and auditing of sensitive services in all relevant sectors.
- Support actions that promote and develop the coordination and collaboration capacity of youth CSOs through networks and platforms (including provincial) to promote CSO-Government of Angola dialogue, collective actions and the ability to legitimately represent the interests of groups of youth citizens through advocacy.
Location
- The actions must be carried out in Angola.
Eligibility Criteria
- Main applicant
- To be eligible for the award of a grant, lead applicants must:
- Be a legal person or an entity without legal personality9 and
- Non-profit and
- Be a specific type of organization, such as: non-governmental organization, public sector operator, local authority, and
- Be established:
- EU Member States
- IPA III beneficiaries
- European Economic Area
- Developing countries and territories, (included in the list of ODA beneficiaries of the DAC/OECD), which are not members of the G-20 Group
- OECD Member States (Appendix 9) are also eligible when contracts are executed in a Least Developed Country or a Heavily Indebted Poor Country (HIPC).
- Developing countries, included in the list of beneficiaries of official development assistance, which are members of the G20 Group and ii) other countries and territories (i.e. all countries in the world) when the procedure in question takes place in the context of a Union-funded action under this Regulation in which those countries participate;
- Countries for which reciprocal access to external assistance is established by the Commission.
- Currently, there are no countries in these circumstances.
- Partner countries covered by the neighborhood policy
- Russian Federation when the procedure takes place in the context of the programs referred to in Annex I of IVDCI-Global Europe in which it participates;
- In the event of the implementation of an agreement on the expansion of the public procurement market for goods or services to which the Union is a party, the procedures for awarding contracts financed by the budget are also open to natural and legal persons established in a third country other than those indicated in the basic acts governing the cooperation sector in question, under the conditions established in that agreement. This obligation does not apply to international organizations
- be directly responsible, together with their co-applicant(s) and entity(ies) affiliate(s), for preparing and managing the action and not acting as intermediaries;
- International Organizations are not eligible as applicants or co-applicant(s) under this call
- To be eligible for the award of a grant, lead applicants must:
- Co-applicants
- Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs borne by the main applicant.
- Co-applicants must meet the same eligibility criteria as those applicable to the main applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The main applicant and their co-applicant(s) may compete with affiliated entity(ies).
- Only the following entities may be considered entities affiliated with the primary applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (i.e. the main applicant or a co-applicant), especially a legal or financial link
- This structural link essentially includes two notions:
- Control on annual financial statements, consolidated financial statements and related reports of certain types of companies:
- Thus, entities affiliated with an applicant may be:
- Entities controlled directly or indirectly by the applicant (affiliates). They may also be entities controlled by an entity controlled by the applicant (sub-subsidiaries), the same applying to subsequent levels of control;
- Entities that control the applicant directly or indirectly (parent companies). In the same way, may be entities that control an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (co-affiliates).
- Membership, i.e. the applicant is legally defined, such as a network, a federation, an association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (e.g. a network, a federation, an association, etc.) than the proposed affiliated entities.
