The European Union is inviting applications to Support the actions of Civil Society Organizations contributing to Sustainable Territorial Development in Algeria.
Objective
- The specific objective of this call for proposals is to support civil society organizations working in the field of environment, climate change and/or green economy, so that they can contribute to local governance in Algeria through dialogue and partnership with local authorities.
Thematic Areas
- Environmental protection;

- Citizen participation in the environmental territorial planning process.
Priorities
- The priority of this call for proposals is to strengthen the capacities of these civil society organisations in order to:
- Implement local initiatives or projects addressing environmental challenges identified in sectoral or territorial planning documents (such as local climate plans, municipal development plans or others) in environmental protection, and/or adaptation/mitigation to
- climate change and/or promotion of the green economy; and/or
- Enable them to contribute to citizen participation processes, in partnership with territorial authorities, with the aim of prioritizing environmental actions integrated into territorial or sectoral planning.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 600,000.
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- minimum amount: EUR 80,000;
- maximum amount: EUR 300,000.
- Duration: The initial planned duration of an action cannot be less than 24 months nor exceed 36 months.
Eligible Activities
- Capacity building and awareness raising:
- Training and workshops for civil society organizations in partnership with local authorities on citizen participation mechanisms in environmental and climate matters.
- Awareness campaigns on environmental protection, adaptation to climate change and the green economy among citizens, young people, women and groups in vulnerable situations.
- Implementation of local projects related to environmental protection, and/oradaptation/mitigation to climate change and/or promotion of the green economy meeting the priorities of local plans:
- Financing (through third-party grants) of concrete projects of Algerian associations working in the areas covered by this call for proposals.
- Reforestation and ecological restoration projects to combat deforestation and promote adaptation to climate change.
- Innovation and experimentation of local solutions:
- Development of green project incubators to encourage young people and entrepreneurs to propose local solutions in terms of the green economy.
- Support for pilot projects for sustainable mobility (promotion of cycling and public transport).
- Promotion of consultation and citizen participation:
- Strengthening communication and cooperation links between civil society organizations and local
- authorities, which could ensure joint action towards common objectives and greater sustainability of interventions;
- Organization of public consultations and citizen forums to integrate local concerns into climate and environmental planning documents at the local level.
- Monitoring, advocacy and networking:
- Establishment of participatory monitoring and evaluation mechanisms for environmental policies local.
- Advocacy with local authorities for the effective integration of environmental issues and climate in local planning.
Eligibility Criteria
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit motive and
- belong to one of the following categories of organizations: non-governmental organization, and
- be effectively established in a Member State of the European Union or in Algeria and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies), without acting as an intermediary, and
- not be in any of the situations provided for in section 2.4 of the PRAG.
