The European Commission (EC) is pleased to launch a call for proposals to strengthen the role and capacities of civil society and media in advancing participatory democracy, good governance, human rights contributing to the European perspective of Kosovo.
Objectives
The specific objectives of this call for proposals are:
- To contribute to fighting corruption and advancing justice and public administration reforms
- To support culture as a driver for local development
- To strengthen capacities to influence decision making in the field of energy
- To protect media pluralism through quality journalism, professional standards and media literacy
- To support anti-discrimination policies, countering hate crimes and gender based violence
Priorities
The priorities of this call for proposals are as follows:
- Lot 1. Fighting corruption and supporting justice and public administration reforms: Under this Lot, proposals should focus on civil society contribution to the following priorities:
- fight against corruption
- management of confiscated criminal assets
- oversight of public administration reforms
- institutional accountability
- Lot 2. Promoting culture for local development: Funds allocated under this Lot will complement and synergise ongoing EU support to the sector with initiatives engaging civil society and public cultural and educational institutions. Against this background, proposals should contribute to the following priorities:
- tangible and intangible cultural heritage
- development of the cultural and creative sectors
- art education, creative and artistic skills for local development
- Lot 3. Support capacities in the field of energy and green transition: Under this Lot, proposals should focus on civil society contribution to the following priorities:
- decarbonisation and clean energy transition
- circular economy, waste management and recycling
- Lot 4. Support to journalism and media literacy: Lot 4 supports proposals addressing the following priorities:
- professional, ethical and labour standards of journalist and media workers
- qualitative and trustworthy investigative reporting available to citizens
- countering disinformation
- Lot 5. Countering discrimination, hate speech and gender-based violence: This Lot supports proposals addressing the following priorities:
- reporting cases of discrimination, protecting vulnerable individuals and groups
- countering hate crimes against minority and LGBTQI+ communities
- preventing all forms of gender-based violence, protecting and supporting victims
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,600,000 (EUR 2,000,000 from the IPA CSF 2021, and EUR 600,000 from the NDCI HR&D 2021). The contracting authority reserves the right not to award all available funds.
- Indicative allocation of funds by lots:
- Lot 1 (CSF): EUR 600,000
- Lot 2 (CSF): EUR 500,000
- Lot 3 (CSF): EUR 200,000
- Lot 4 (CSF): EUR 700,000
- Lot 5 (HRD): EUR 600,000
- Any grant requested under this call for proposals mustfall between the following minimum and maximum amounts:
- Lot 1. Fighting corruption, supporting justice and public administration reforms:
- minimum amount: 150,000 EUR
- maximum amount: 200,000 EUR
- Lot 2. Promoting culture for local development:
- minimum amount: 450,000 EUR
- maximum amount: 500,000 EUR
- Lot 3. Promote capacities in the field of energyand green transition:
- minimum amount: 150,000 EUR
- maximum amount: 200,000 EUR
- Lot 4. Support to journalism and media literacy:
- minimum amount: 300,000 EUR
- maximum amount: 350,000 EUR
- Lot 5. Countering discrimination, hate speech and GBV:
- minimum amount: 150,000 EUR
- maximum amount: 180,000 EUR
- Lot 1. Fighting corruption, supporting justice and public administration reforms:
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation established in a Member State of the European Union or in an IPA III beneficiary country and
- be registered in Kosovo and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- have a proven background and a minimum of 3 years of experience in Kosovo over the last 5 years in the field of application from the submission deadline of the concept note.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself with exception of being registered in Kosovo.
- Co-applicants must sign the mandate form.
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant(parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
