The United Nations Development Programme (UNDP), with funds from the European Union (EU) in Georgia, has announced a grant competition for Civil Society Organizations (CSOs) to support civil society’s role in advancing human rights and promoting non-discrimination across Georgia under the joint initiative “Human Rights for All”.
Areas
- The overarching objective of this Call for Proposals is to enable eligible CSOs to serve as key drivers for advancing human rights, ensuring equal treatment, and safeguarding access to justice and protection for all.
- The Call for Proposals encompasses three specific focus areas:
- Lot 1: Safeguarding and advancing fundamental freedoms, rights to freedom of expression and peaceful assembly, fostering an environment conducive to civic engagement and human rights discourse.
- Non-exhaustive/indicative actions under this Lot:
- (Applicants are highly encouraged to employ diverse/multiple actions under the Lot)
- Provision of essential services (e.g. strategic litigation, legal aid, psychological support);
- Evidence-driven advocacy and policy initiatives, inter alia rights monitoring and analytical reporting;
- Empowerment of rights holders through capacity-building, targeted campaign and awareness raising.
- Non-exhaustive/indicative actions under this Lot:
- Lot 2: Promoting equality and inclusion by upholding the rights of minority and vulnerable populations in Georgia.
- Non-exhaustive/indicative actions under this Lot:

- Rights monitoring and analytical reporting with a focus on minority and vulnerable groups (e.g. ethnic and religious minorities, persons with disabilities, LGBTQI+ individuals);
- Evidence-driven advocacy and policy initiatives promoting equality;
- Strategic litigation and specialized legal aid, particularly on discrimination cases and/or cases related to the rights of minority and vulnerable groups;
- Capacity building of duty-bearers and/or rights holders;
- Public awareness campaigns on diversity and inclusion.

- Lot 3: Enhancing rights-based community/grassroots initiatives and expanding human rights education at the local level, with particular emphasis on rural areas, minority and vulnerable communities.

- Promoting social inclusion of minority and vulnerable communities in the regions;
- Strategic outreach, targeted human rights awareness campaign and educational initiatives at the local level, especially in rural areas for rights-holders, community leaders, local activists and/or other target groups;
- Evidence-driven local advocacy and policy engagement;
- Development and/or strengthening of community services.

Funding Information
- For Lot 1, applicants may submit proposals for up to USD 40,000 (excluding cost-sharing, if any). For Lot 2, applicants may submit proposals for up to USD 30,000 (excluding cost-sharing, if any). For Lot 3, applicants may submit proposals for up to USD 20,000 (excluding cost-sharing, if any).
Eligibility Criteria
- To be eligible for the grant competition, applicants shall meet the following criteria:
- Be a non-profit organization5 (civil society organization) registered in Georgia and provide organization’s registration certificate and statute;
- Have experience of working on human rights;
- Have sufficient capacity to execute the proposed application and operating experience of minimum one year.
