The European Commission (EC) is seeking proposals to support Civil Society Organizations as independent actors of good governance and development in Guinea-Bissau.
Objectives and Lots
- This call for proposals is divided into Two Lots.
- The general objective of this call for proposals is:
- Strengthening CSOs as independent actors in good governance and development
- Lot 1 – Youth
- For Lot 1, the specific objective of this call for proposals is as follows:
- Address the main challenges facing young people in Guinea-Bissau by supporting projects led by youth civil society organizations (CSOs) and strengthening their technical capacities and political advocacy.
- The priorities of this batch are:
- Strengthening the capacities of youth organizations – Supporting youth CSOs in developing their technical and organizational skills in order to effectively promote the economic, social and cultural rights of young people.
- Encourage youth participation and advocacy – Support the active involvement of young people in decision-making processes at all levels by facilitating their participation in public policy dialogue and governance.
- Fostering youth inclusion and networking – Promoting initiatives that strengthen social cohesion, mobility and connectivity of young people, with an emphasis on inclusivity and diversity.
- For Lot 1, the specific objective of this call for proposals is as follows:
- Lot 2 – Green and Inclusive Bijagós
- For Lot 2, the specific objective of this call for proposals is as follows:
- Strengthen the capacities of local civil society organizations (CSOs) in the Bijagós Islands to position them as key actors in sustainable development, promoting their engagement in the green and blue economy as well as in local governance.
- The priorities of this batch are:
- Strengthening the capacities of local CSOs in the Bijagós Islands – Developing the organizational, technical and financial skills of CSOs to become autonomous and effective actors in local development, particularly in the area of the green and blue economy.
- Encourage engagement and advocacy for local governance – Support the involvement of CSOs in the Bijagós Islands in the development and monitoring of environmental and economic public policies, by promoting dialogue with authorities and the private sector.
- Foster inclusion and networking – Promote the integration of CSOs in the Bijagós Islands and strengthen their collaboration with national and international partners to maximize their impact on the sustainable development of the Bijagós Islands.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 3,064,000.
- Indicative envelope per batch:
- Lot 1: EUR 1,000,000
- minimum amount: 999,000 EUR
- maximum amount: EUR 1,000,000
- Lot 2: EUR 2,064,000
- minimum amount: EUR 2,063,000
- maximum amount: EUR 2,064,000
- Lot 1: EUR 1,000,000
Duration
- The initial planned duration of an action cannot be less than 24 months nor exceed 48 months.
Eligibility Criteria
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit motive and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, and
- be effectively established in a Member State of the European Union or in an eligible country as indicated in the basic act of the IVCDCI art, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies), without acting as an intermediary, and
- The lead applicant must act with one or more co-applicant(s) in accordance with the following requirements:
- The lead applicant or at least one co-applicant must be legally established in Guinea-Bissau.
