United Nations Office for Disaster Risk Reduction (UNDRR) invites not profit-making organisations to submit grant proposals that focus on the project Development of Regional Flood Risk Profile to Support Horn of Africa Partnership for Early Warning for Early Action.
The overall objective of the present Call for Proposals is to support the early work of the HoA Partnership through advancing work on the development of a regional flood risk profile for the IGAD region and to increase the capacity at ICPAC as well as at the national level to produce and use risk information for early warning and early action for food security.
The regional flood risk assessment will inform impact-based climate forecast at ICPAC and will increase the precision of early warning information thereby enhancing preparedness, contingency planning, risk financing and humanitarian response.
Objectives
Under the present Call for Proposals, the objectives related to the development of a regional flood risk assessment are as follows:
- Establish strong foundations for collaboration across the project partners for the development of a joint regional flood risk assessment;
- Ensure that staff from the partner organizations are fully involved in the overall development of the risk assessment as per their technical skill and institutional roles;
- Maximize engagement of DRR stakeholders at the level of IGAD Member States;
- Co-design the methodology for the assessment of flood risk at the regional level relevant for early warning as well as for early action for food security and in close collaboration with all of the partners, develop the IGAD regional flood risk profile;
- Ensure that capacity development feeds into the design of the assessment methodology and systematically strengthens the capacity of the key DRR stakeholders to participate in the analysis.
- Institutionalize a mechanism for the future use of the envisaged risk information.
- Explore and strengthen linkages to the implementation of the Africa Roadmap for preparedness and early warning and linkages with UNDRR’s work on the development of a continental Disaster Operations Center at the level of the African Union Commission (AUC).
Funding Information
- The duration of the proposed project cannot exceed 2,5 months (envisaged end of contract 31st March 2021).
- The maximum amount requested from UNDRR for the implementation of this project cannot exceed USD175,000.
- The project proposal must not exceed 10 pages (attachments such as scanned copies of entity’s registration, CVs of staff etc. do not count).
Outcomes
The outcome of the project in Phase I will be two-fold: a deep understanding among the HoA partners of the methodology for regional flood risk assessment will be fostered, along with an understanding of the linkages with assessment for food security and its application for early warning and early action to alleviate food insecurity in the region. Specific outcomes include:
- A joint understanding of the distinct purposes and uses of the regional flood risk assessment;
- Agreement on partners’ roles in the development of the risk profile;
- Deep understanding among the partners, members of the technical teams in ICPAC and at the level of IGAD members of the scientific aspects of the methodology for a regional flood risk management developed for the purpose of informing early warning, early action for food security and trans-boundary risk management;
- Availability of new risk information in the form of a regional food risk profile;
- Understanding of the requirements for the institutionalization of the risk assessment in ICPAC and its incorporation into ICPAC’s portfolio of services;
- Exchange of information for assessment and coordination for DRR planning across IGAD Member States and strengthening of IGAD-ICPAC to streamline and foster early action among regional and national authorities;
- Road map for the practical applications of the quantitative risk assessment in Phases II and III of the Partnership.
Outputs
- The output of the project will be a detailed methodological proposal for a regional flood risk assessment and a regional flood risk profile for early warning and early action in support of food security.
- The methodology will be co-designed through a collaborative process involving the members of the HoA Partnership and selected representatives of the IGAD Member States. Technical staff at ICPAC and from IGAD Member States will fully participate in the analysis.
