Community Health Alliance Uganda (CHAU) working with International HIV/AIDS Alliance (IHAA) in Brighton UK through a grant from the Swedish Embassy in Uganda is seeking applications to fund Ugandan CBOs to design and implement a four year (July 2017-2021) comprehensive integrated Sexual and Reproductive Health and HIV services program (hereafter referred as the Uganda SRHR Umbrella program) with an aim to contribute to improved SRHR and HIV outcomes.
The SRHR Umbrella Program is designed to respond to the SRHR and HIV needs of vulnerable populations in Uganda with unmet SRHR and HIV needs with a priority on children aged 10 to 14, adolescents aged 15-19 years, and young men and women aged 20-24; and key populations (MSM, SWs, truckers and fishing communities).
Through the Uganda SRHR Umbrella Program, CBOs will be supported to work closely with community structures to foster a community driven response towards increased demand for and access to sexual reproductive health and rights services including Family Planning, screening and treatment of sexually transmitted infections (STIs), Voluntary Medical Male Circumcision (VMMC), HIV testing services (HTS), and linkages to HIV treatment, care and support services.
Outcomes
To this end, CHAU seeks applications from capable district based CBOs to implement interventions targeting the following four outcomes;
- Expanded accessto and increased use of quality, inclusive and integrated SRHR and HIV services among vulnerable and key populations.
- Increased adoption of safer sexual practices among vulnerable and key populations.
- An enabling SRHR and HIV environment for vulnerable and key populations.
- Strengthened institutional capacity of implementing organizations (CBOs) to deliver quality and inclusive SRHR and HIV programmes in Uganda.
Funding Information
SRHR umbrella program intends to award a maximum of 14 awards to district based CBOs to approximately of 560 million UGX per CBO for 4 years.
Activities
Priority will be given to promoting the full sexual and reproductive rights of individuals and to addressing stigma and discrimination in all its complexity, imperative for removing barriers to accessing health services. This will be done through:
- Expanded access to and increased use of quality, inclusive and integrated SRHR and HIV services
- Increased adoption of safer sexual practices
- Enabled SRHR and HIV environment
- Strengthened institutional capacity of implementing organisations (NGOs/CBOs) to deliver quality and inclusive SRHR and HIV programmes
Eligibility Criteria
- CHAU encourages CBOs – private, not-for-profit either faith based, non-faith based, KP and Youth led to competitively apply.
- Applicants must have established governance, financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established laws, standards and regulations of Government of Uganda and the Swedish government.
- There will be mandatory pre-award assessment to establish a baseline and if, at this point, the preaward assessment is not in tandem with the applicants established systems, CHAU reserves the right to terminate the award.
- The requirements include legally registered at least since 2013 and have current registration certificate with at least 2 years’ experience in provision of SRHR and HIV services and advocacy.
- Applicants are advised that the first criteria is to ensure that the applicant in legally recognized and authorized by the government of Uganda to conduct business in the country.
- Legal recognition may be through the NGO board, the Companies Act or district or other binding government of Uganda documents.
- The documentation of legal status must be provided. It should be noted as well that the CBOs ought to be registered with the district of operation and must have or demonstrate capacity to cover at least 50% of the entire district.
