Lots
- This call for proposals refers to the thematic programmes Organizations of Civil Society (CSO) and Human Rights and Democracy (HR&D) and contains three lots, namely:
- Lot 1: Working together for an inclusive, safe and sustainable digital future (OSC)
- Lot 2: Inclusive and sustainable urban mobility (OSC)
- Lot 3: Indigenous Peoples’ Rights (HR&D)
Objectives
- The EU and Brazil are strategic partners that have committed to supporting the implementation of the 2030 Agenda for Sustainable Development, recognizing that it is an ambitious framework to address global, national and local challenges. The EU’s commitment to CSOs in Brazil reflects the rich history of dialogue and cooperation of over 30 years, in which the European Union has supported initiatives driven by civil society in the most diverse sectors and in all regions of Brazil.
- Lot 1: Working together for a digital, inclusive, safe and sustainable future (OSC)
- The general objective (impact) of lot 1 is as follows: Promote inclusive, safe and sustainable digital transformation in Brazil
- The specific objective of lot 1 is as follows: To promote the participation of civil society in the digital transformation process in Brazil.
- The actions to be proposed must respond to the specific objective of the lot and focus on the following priorities:
- Promoting a structured dialogue between representatives of civil society, government and the private sector, including the participation of European counterparts on relevant digital topics.
- Strengthening civil society on relevant digital topics.
- Lot 2: Inclusive and sustainable urban mobility (OSC)
- The general objective (impact) of lot 2 is as follows: Promote the implementation of solutions that promote more inclusive and sustainable urban mobility in Brazil.
- The specific objective of lot 2 is as follows: To promote the participation of civil society in the optimization of urban transport systems, seeking greater accessibility, inclusion, integration, energy efficiency and reduction of pollutant emissions in Brazil, in line with the values of the Global Gateway strategy.
- The actions to be proposed must respond to the specific objective of the lot and focus on the following priorities:
- Promotion of a structured dialogue and stimulation of partnerships for the development of sustainable mobility initiatives between representatives of civil society, government and the private sector in Brazil, including the participation of European counterparts, on topics related to inclusive and sustainable urban mobility.
- Strengthening the role of civil society in planning and monitoring public mobility policies.
- Lot 3: Indigenous Peoples’ Rights (HR&D)
- General Objective (impact) of Lot 3 is as follows: Promote and protect human rights and fundamental freedoms, democracy and the rule of law.
- The specific objective of lot 3 is as follows: Promote the protection and promotion of the rights of indigenous peoples in the Legal Amazon.
- The actions to be proposed must respond to the specific objective of the lot and must focus on all of the following priorities:
- Strengthening the capacities of indigenous peoples with a view to protecting and implementation of their constitutional rights.
- Support for the protection, security and territorial integrity of Indigenous Lands
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,000,000 for the Thematic Programme Civil Society Organisations and EUR 1,400,000 for the Thematic Programme Human Rights and Democracy.

- Lot 1: 1,000,000 euros (1 contract)
- Lot 2: 1,000,000 euros (1 contract)
- Lot 3: 1,400,000 euros (2 contracts)
- Value of grants
- Grants requested under this call for proposals must be between the following minimum and maximum amounts:
- Lots 1 and 2 (Civil Society Organizations):
- Minimum amount: 950,000 EUR
- Maximum amount: 1,000,000 EUR
- Lot 3 (Human Rights and Democracy):
- Minimum amount: 650,000 EUR
- Minimum amount: 700,000 EUR
- Lots 1 and 2 (Civil Society Organizations):
- Grants requested under this call for proposals must be between the following minimum and maximum amounts:
Duration
- The initial planned duration of an action may not be less than 36 months nor more than 48 months.
Eligibility Criteria
- Lots 1 and 2 (Civil Society Organizations):
- To be eligible for a grant, the principal applicant must:
- be a legal entity and constituted in accordance with the legislation in force in the country in question;
- be non-profit; and
- be nationals of Brazil or a Member State of the European Union; and
- be a civil society organization or a platform or representative coalition of CSOs constituted in accordance with the legislation in force in the country concerned; and
- be directly responsible, with its co-applicants and other affiliated entities, for the preparation and management of the action and not simply act as an intermediary, and
- compete together with at least 1 (one) co-applicant
- To be eligible for a grant, the principal applicant must:
- Lot 3 (Human Rights & Democracy):
- To be eligible for a grant, the principal applicant must:
- be a legal entity and constituted in accordance with the legislation in force in the country in question;
- be non-profit; and
- Be established in any territory, as no nationality restrictions apply to applicants or, where applicable, to co-applicants and affiliated entities; and
- When the main applicant is not located in the country where the action is taking place (Brazil), he must act with at least one co-applicant from that country; and
- be a civil society organization or a platform or representative coalition of CSOs established in accordance with the legislation in force in the country concerned; and
- be directly responsible, with any co-applicants and other affiliated entities, for the preparation and management of the action and not simply act as an intermediary.
