The European Commission is calling for proposals for the Civil Society Support Program in the Republic of Djibouti.
Objectives
- The general objective of PASOC is to support the structuring and emergence of civil society inDjibouti and to create the legal, technical and institutional conditions for its autonomy and participationto public life and to the development of the country.
- Specifically, these are:
- Updating the legal and institutional framework governing CSOs;
- Strengthen the capacities of CSOs and the capitalization of good practices so that CSOs (includingwomen’s organizations) can more effectively exercise their role as independent actors in thedevelopment (Output 2);
- Foster the effective participation of CSOs (including those working to promote equalitygender) to national and sectoral dialogue and consultation processes ondevelopment in three defined sectors (water and sanitation, food security and goodgovernance).
- The general objective of this call for proposals is to support the structuring of a limited numbercivil society initiatives aimed at increasing the participation of CSOs in spaces of multi-actors relating to public policies with a focus on priority sectors of cooperation with the EU.
- The specific objective (s) of this call for proposals are:
- The voice and impact of civil society (with a focus on women and young people) are strengthened;
- The effective participation of CSOs in national and sectoral dialogue and consultation processeson development policies is supported and the proposals of women’s organizations andchildren are taken into account
- Constructive and structured participation in domestic policies and capacity buildingCSOs are effective
Priorities
The priority (s) of this call for proposals are:
- Strengthening the technical and awareness capacities of CSOs for dialogue/consultationstaff with the administration and donors on the development, implementationand monitoring and evaluation of public policies in the targeted sectors;
- The facilitation of dialogue within Djiboutian civil society, to meet the multiple challengesthe legitimacy of CSOs as an actor in governance;
- Consolidation of the process of structuring Djiboutian CSOs.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 600,000.
- Any grant requested under this call for proposals must be between the amountsfollowing minimum and maximum:
- Minimum amount: EUR 175,000
- Maximum amount: EUR 200,000
Eligibility Criteria
- Lead Applicants
- To be eligible for a grant, the lead applicant must:
- be a legal person,
- be non-profit; and,
- belong to one of the following categories: Non-governmental organization, Association ofdevelopment,
- be constituted and registered in the Republic of Djibouti, for at least 3 years,
- be in good standing with the national administration regarding activity reports,
- be able to demonstrate their experience and ability to manage comparable activities in terms ofof scope and complexity, to those for which it is claiming a grant,
- be directly responsible for the preparation and management of the action with the co-applicant (s) andthe affiliated entity (ies) and not acting as an intermediary and,
- provide proof of the functionality of the organization with the statutes, the minutes of the general assembly.
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants can be Associations, national NGOs, regional NGOs (African) or international.
- A minimum of 1 co-applicant and a maximum of 2 co-applicants are required.
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Affiliated Entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or aco-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, consolidated statements and the related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries offirst rank) or controlled by an entity itself controlled by the applicants
- (sub-subsidiariesor second level subsidiaries), and this is valid for the other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Of the sameway, they can be entities controlling an entity controlling the requestor;
- entities controlled, directly or indirectly, at the same level as the applicant(sister companies).
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network,a federation or association of which the proposed affiliated entity is a member, or the applicant ismember of the same entity (for example, a network, a federation, an association,…) as the entity proposed affiliate
- control, consolidated statements and the related reports of certain types of companies:
