The U.S. Department of Housing and Urban Development (HUD) issues this Notice of Funding Opportunity (NOFO) to invite applications from eligible applicants for the Community Development Block Grant Program for Indian Tribes and Alaska Native Villages.
Purpose
- The purpose and goal of the Indian Community Development Block Grant (ICDBG) program is the development of viable Indian and Alaska Native communities, including the creation of decent housing, suitable living environments, and economic opportunities primarily for persons of low and moderate income. See the ICDBG regulation at 24 CFR 1003.2.
- Single Purpose Grants. Projects funded by the ICDBG program must principally benefit low- and moderate-income persons (24 CFR 1003.208). These are competitive grants and are the subject of this NOFO.
- Imminent Threat Grants. Projects funded with Imminent Threat grant funds are to address issues that have an immediate negative impact on public health or safety of tribal residents
Goals and Objectives from HUD’s Strategic Plan
- Promote equitable community development that generates wealth-building for underserved communities, particularly for communities of color.
- If funded, grantees will have to submit information regarding the estimated number of (1) permanent and (2) temporary jobs that are created each year in whole or in part with ICDBG funds in the annual ASER report. The ASER is due 45 days after the end of the federal fiscal year and at the time of grant close-out to your Area ONAP.
Funding Information
- Funding of approximately $75,000,000 is available through this NOFO.
- In accordance with the 2024 Appropriations Act, HUD is setting aside funding of up to $5,000,000 to be used for emergencies that constitute imminent threats to health and safety.
- HUD expects to make approximately 70 awards from the funds available under this NOFO.
- Estimated Total Funding: $75,000,000
- Minimum Award Amount: $500,000 Per Project Period
- Maximum Award Amount: $5,000,000 Per Project Period
- Project periods awarded under this NOFO will be limited to 5 years.
- Estimated Project Start Date: 11/13/2024
- Estimated Project End Date: 11/13/2029
Eligibility Criteria
- Native American tribal governments (Federally recognized)
- Native American tribal organizations (other than Federally recognized tribal governments)
- An applicant must be eligible as an Indian tribe (or as a tribal organization), as required by 24 CFR 1003.5, by the application submission date.
- Tribes: Eligible applicants are any Indian tribe, band, group, or nation, including Alaska Indians, Aleuts, and Eskimos, and any Alaska Native village of the United States which is considered an eligible recipient under Title I of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450) or which had been an eligible recipient under the State and Local Fiscal Assistance Act of 1972 (31 U.S.C. 1221). Eligible recipients under the Indian Self-Determination and Education Assistance Act will be determined by the Bureau of Indian Affairs and eligible recipients under the State and Local Fiscal Assistance Act of 1972 are those that have been determined eligible by the Department of Treasury, Office of Revenue Sharing. - Tribal Organizations: Tribal organizations which are eligible under Title I of the Indian Self-Determination and Education Assistance Act may apply on behalf of any Indian tribe, band, group, nation, or Alaska Native village eligible under that act for funds under this NOFO when one or more of these entities have authorized the tribal organization to do so through concurring resolutions. Such resolutions must accompany the application for funding. Eligible tribal organizations under Title I of the Indian Self-Determination and Education Assistance Act will be determined by the Bureau of Indian Affairs or the Indian Health Service, as appropriate.
