The European Union (EU) is pleased to announce the hematic Program Civil Society Organizations and Local Authorities to support the contribution of civil society organizations and local authorities to the governance and accountability through an inclusive policy-making process, enabling thus to citizens and populations to express and structure their collective demands relating to the fight against injustice and inequalities, access to quality social services and the possibility of reap the rewards of the creation of wealth and jobs.
Objectives
The general objective of this call for proposals is to contribute to the entrenchment of democracy by DRC through a significant and structured participation of CSOs in the eradication of poverty, energy clean and affordable, climate change measures as well as peace, justice and effective institutions.
The specific objective of this call for proposals is to increase the intervention capacity of CSOs in their commitment to strengthen social cohesion through inclusive community development as well as the provision of sustainable social micro-infrastructures with visible impact.
Funding Information
- The overall indicative amount made available under this call for proposals is 3,750,000 EUR. Subject to the decision of the European Commission, an additional amount may be allocated to this call for proposals from the 2021 budget.
- The Contracting Authority reserves the right not to allocate all of the available funds.

- Lead applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit motive and
- belong to the category of non-governmental organizations, as defined in article 156 of the financial regulations of the European Union and
- be established in a Member State of the European Union or in the Democratic Republic of Congo, and
- be directly responsible for the preparation and management of the action with the co-applicants and the entity or affiliated entities, and not act as an intermediary and
- have already performed a contract for an amount at least equal to that of the requested grant in the last three years
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in the development and implementation of the action, and the costs they support are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated Entity(ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, within the meaning of Directive 2013/34 / EU relating to annual financial statements, consolidated financial statements and related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Of the likewise, they may be entities controlling an entity controlling the requester;
- entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network, a federation or association of which the proposed affiliate is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association, …) as the proposed affiliate.
