The Bass Coast Shire Council is extending an invitation to suitably experienced artists to register their expression of interest (EOI) to be considered for shortlisting to create a significant public artwork for the township of Cowes.
The Cowes Public Art Commission is part of Council’s annual Public Art Program.
A Project Reference Group has been created to oversee the implementation of this Commission. The Project Reference Group consists of a Ward Councillor, local residents and rate payers, members of local artist groups, members of the Bass Coast Arts and Culture Advisory Committee and relevant Council Officers.
Themes
- Due to the sites prominent position as a high traffic point of approach to the Cultural Centre it is envisioned that the artwork would serve as a conceptual bridge offering a unique introduction to the venue and its purpose. Within this scope the idea of the artwork providing an invitation to a cultural experience and interaction should be intrinsic.
- The work will contribute to the identity of the Cultural Centre. This does not necessarily need to be achieved through complimenting the architectural language of the Centre but could be achieved through contrast or juxtaposition.
- The thematic foundation aims to reflect a combination of the venues purpose as a place of cultural interaction, the actual sites function as an introductory vantage point, transit space and a location for community gathering.
- There is an opportunity to commission a high-quality artwork that exists in the physical world and playfully engages the community. The work signals the liminal zone / threshold space between the street and the Cultural Centre. The work can be playful / interactive / engaging with a purpose of signalling the transition into a place of cultural consideration and emphasis.
- Due to the high profile of the location experienced artists producing works that have a threedimensional physical presence are preferred.
Funding Information
- The final commission will have a budget range of $90,000 to $180,000, dependant on further funding. (Gst excluded).
