The United Nations Office for Disaster Risk Reduction is pleased to invite qualified organizations to submit their respective proposals for the “CREWS Caribbean 2.0: Effective MHEWS in the Caribbean region” Project.
Purpose
- Establish a grant between UNDRR and an experienced regional partner to enhance existing regional and national DRR governance frameworks and strengthen the institutional capacity to implement effective Multi-Hazard Early Warning Systems (MHEWS) including risk information and other resilience-building measures.

Outcome
- Through CREWS Caribbean 2.0, effective MHEWS in the Caribbean region strengthened through improved disaster risk knowledge, strengthened NDRMOs and NHMSs’ service provision and improved warning and dissemination.
Outputs
- Strengthened National and Community Multi-Sectoral Platforms for Disaster Risk Reduction and Management.
- Strengthened Multi-Hazard Early Warning Systems (MHEWS) through enhanced regional collaboration and strategic meetings
- Enhanced disaster risk management in the Caribbean through strengthened data systems and standardized procedures
Specific Activities
- For Output 1:
- Provide support to strengthening/developing national and community level multi-sectorial platforms for disaster risk reduction and management in which MHEWS will be discussed, including issues related to data-sharing and standard operating procedures.
- At least five countries have established a multi-sectoral platform, where the Terms of Reference (ToR) of the mechanism include MHEWS as one of the objectives. A work plan has been agreed upon by the stakeholders to support the implementation of MHEWS activities.
- At least three meetings of these multi-sectoral platforms are organized in each country, during which progress on the implementation of the work plan— particularly concerning MHEWS—is discussed.
- For Output 2
- Support the organization of the Regional Early Warning Consortium (REWSC) annual meetings, aiming to ensure synergies between REWSC´s partners in the Region.
- At least three annual meetings have been organized, and proceedings from the meetings have been produced.
- A regional roadmap outlining concrete priorities to strengthen MHEWS has been defined, implemented, and monitored.
- Development and organization of 9 sub-regional meetings between National meteorological and hydrological services (NMHSs) and national disaster risk management organisations (NDRMOs) (incl. other relevant stakeholders based on the agenda) to discuss topics related to strengthening MHEWS in the region.
- One Multi-Stakeholder Forum for MHEWS has been successfully organized within the framework of the 13th Comprehensive Disaster Management Conference.
- The VI High-Level Meeting of Ministers and Authorities on the Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 in the Americas has been successfully organized, covering all on-site logistics, communication and high-level political engagement requirements.
- For Output 3:
- Support the strengthening and/or development of disaster risk data management systems in selected target countries, and through them the Caribbean Risk Information System (CRIS).
- At least three countries have received support to enhance their disaster risk management data platforms.
- Development/adjustment of standing operating procedures between NHMS and NDRMO’s based on CDEMA model.
- At least five countries have developed or revised and validated their standing operating procedures between NHMS and NDRMOs.
- Provide support for the development of MHEWS national strategic plans, implementation plans, legislation, policy, MET Bills, or frameworks for weather, water and climate services.
- At least one country has submitted its MHEWS policy for approval.

- Only registered International and national non-governmental organizations whose profile has been successfully verified will be considered eligible partners to apply for grant opportunities with UNDRR.
