The Department of Foreign Affairs and Trade (DFAT) is currently seeking project proposals for Australia’s Cyber Cooperation Program.
The Cyber Cooperation Program, announced by the Foreign Minister in May 2016, is designed to boost the resources behind Australia’s cyber capacity building efforts in the Indo-Pacific. Projects funded by the Program encompass the full spectrum of cyber affairs as articulated in Australia’s International Cyber Engagement Strategy. This may involve raising the bar of cyber security, cybercrime capacity building, or pursuing economic and development goals.
Priorities
The Cyber Cooperation Program will prioritise activities in the Indo-Pacific that align with the objectives identified in the International Cyber Engagement Strategy:
- maximise opportunities for economic growth and prosperity through digital trade
- foster good cyber security practices
- reduce the risk of cybercrime
- promote peace and stability in cyberspace
- advocate for multi-stakeholder Internet governance
- promote respect for human rights and democratic principles online
- encourage the use of digital technologies to achieve sustainable development.
Grant Information
- Grants will generally be up to $100,000 per project for twelve months at a time.
- However, proposals outside this cost and time range may be considered where a strong case is made.
Eligibility Criteria
- DFAT are seeking creative partnering opportunities with governments, civil society, academia and the private sector.
- Examples of previous successful applicants include universities, think tanks, and private sector companies, NGOs, not for profits, other Australian Government agencies, multilateral and regional organisations, and governments in the Indo-Pacific.
Selection Criteria
All proposals will be rated against the following six selection criteria:
- The activity and recipients are ODA-eligible
- The proposal advances the priorities in the International Cyber Engagement Strategy
- The proposal advances the priorities of the host government and has its support
- The activity could not be misused to infringe the human rights of citizens
- Risks have been identified and can be mitigated
- The proposal represents value for money
