The UK’s Department for International Development (DFID) is currently seeking applications for Flexible Governance and Stability Fund – Zimbabwe.
The programme would aim to support economic governance reforms in Zimbabwe, thereby creating an enabling environment for economic growth and helping Zimbabwe lift millions out of poverty. It would help strengthen the rule of law in Zimbabwe and would help create the space for UK-Zimbabwe trade and investment opportunities.
Initially, the programme would lay the ground-work for change, supporting reforms and progress where possible to build economic resilience and mitigate against a serious economic crisis which would have severe repercussions for human development; but the programme must be ready to scale up/down quickly should circumstances change. The programme will need to be flexible and adaptive to changing political and economic circumstances, capitalising on emerging opportunities, and building on the UK’s influence, leadership and strong relationships to leverage real change in Zimbabwe. It would need to be evidence-driven, and focused on inclusive growth, including promoting gender and disability equality.
DFID envisages that the programme could include sub-grants to niche organisations best placed to undertake specific pieces of work, but could also undertake some activities directly.
Program Activities
Potential activities the programme might engage in would be:
- Conducting research on economic governance to improve public knowledge and transparency, providing expertise and creating impetus for positive action
- Improving the capacity of civil society and business groups that act in the economic space to make a positive contribution to the wider economic governance dialogue, helping to build resilience in the private sector.
- The provision of technical assistance to support improved capacity in reform-minded organisations.
Eligibility Criteria
Key skills and experiences required to run this programme would include (but are not limited to) the following:
- Understanding of the current economic and political circumstances in Zimbabwe, and experience operating successfully in this environment;
- Experience of using a range of approaches to developing economic and governance capacity;
- Integrating in-depth local-level conflict analysis into the programme, and ensuring it is sensitive to both gender and vulnerable minority needs.
- Strong monitoring and evaluation skills, including an understanding of and willingness to engage with Problem-Driven Iterative Adaptation (PDIA) approaches and methods.
